Experience Required: 5-8 Years

Job Summary:
H&L Environmental Services LLC is seeking a highly skilled and experienced Project Manager to provide strategic advisory, application review, subject matter expertise, project management, and program evaluation support for two grant programs. This role is part-time, requiring an estimated 2 hours per week, and is remote but requires local residency in the DC area to facilitate occasional in-person engagements.
Key Responsibilities:
Qualifications:
-Bachelor's degree in Economics, Business Administration, Public Administration, or a related field.
- 5-8 years of experience in project management, with a focus on economic development projects.
- Strong understanding of economic development principles and practices.
- Experience working with government agencies and community organizations.
- Excellent organizational and time-management skills.
- Strong written and verbal communication skills.
- Ability to work independently and manage time effectively.
- Local residency in the DC area is preferred.
- Strong analytical skills and the ability to critically assess complex proposals.
- Excellent written and verbal communication skills, with the ability to convey technical information clearly and concisely.
- Experience working with federal agencies, preferably the EDA.
- Proficiency in using grant management software and tools.
- Ability to work independently and as part of a team in a fast-paced, deadline-driven environment.
- High ethical standards and a commitment to integrity and transparency in the review process.

- Provide impartial strategic decision support and analysis to guide the implementation of EDA grant programs.
- Ensure consistent strategic decision support and program design across two related but separate programs.
- Offer unique insights across a broad range of technical and technological industry domains in program design, market analysis, and R&D.
- Application Review and Program Evaluation:
- Conduct technical oversight, guidance, and cost estimation for application analysis.
- Provide recommendations and expertise for market research and business process analysis.
- Support the evaluation of interventions and investments in both mature and nascent economies.
- Project Management and Oversight:
- Lead and manage EDA projects from initiation to completion.
- Develop and maintain detailed project plans, timelines, and milestones.
- Monitor and manage project risks and issues as they arise.
- Stakeholder Engagement:
- Engage with government officials, community leaders, and business stakeholders to facilitate communication and ensure alignment.
- Conduct regular check-ins and status updates with stakeholders.
- Technical and Technological Expertise:
- Provide access to experts in multiple technology domains as programs progress through their lifecycles.
- Inform near-term investments to enable the demonstration and deployment of R&D and other innovations.
- Support the commercialization of new technology products and services.
- Address barriers to employment and create jobs in stagnating economies.
- Sensitive Data and Conflict of Interest Management:
- Access and manage sensitive/proprietary data to inform strategic decisions.
- Avoid conflicts of interest with potential future competitors across the marketplace.
- Support the success of long-term investments in economies of various levels of maturity and capacity.
