Responsibilities:
To conduct its mission, the Department of Defense (DoD) makes use of 27 million acres of natural lands and waters around the globe. These lands provide the contiguous, unencumbered spaces needed to train for assigned missions under realistic conditions. Faced with numerous change agents, including adjacent development, sea level rise, climate shifts, and invasive species, the best available science is needed to maintain these resources.
The mission of the DoD Strategic Environmental Research and Development Program (SERDP) and the Environmental Security Technology Certification Program (ESTCP) is to demonstrate innovative, cost-effective, and sustainable solutions to meet DoD's environmental and installation energy challenges. However, ecosystem transformations are occurring faster than most federal agencies can currently manage and adapt.
Although mission planners, engineers, and natural resource managers of military lands have identified needs to adapt to ecosystem change, a pathway to communicate with the research community does not exist, slowing the development of innovation that responds to operational needs. More deliberate coordination is required to accelerate the pace of adopting new technologies and approaches to adaptation planning in concentrated DoD landscapes.
Thus, the DoD established the Innovation Landscapes Network (ILN) with partner research and land management agencies to increase the pace of innovation in conservation management, reduce duplicative efforts, and transfer new technologies across representative federal landscapes. We are seeking personnel to join our team of talented professionals to support the ILN.
Tasks may include:
Determine environmental threats and land manager needs relative to DoD mission readiness.
Research, analyze, and visualize DoD investment in technology, while identifying synergies between investments and local culture and needs.
Produce data visualizations of DoD investment, military installation presence, and climate change driven threats.
Conduct literature review to determine policy, agency, and innovation drivers for Federal government. Document existing and future science and technology needs.
Attend stakeholders' meetings to learn about interagency collaboration efforts.
Required Qualifications:
U.S. Citizenship
Bachelor's degree in Environmental Science, Climate Science, Sustainability, Environmental Policy, or related discipline.
Excellent verbal and written communication skills
Ability to work independently with minimal supervision, and collaboratively in a team-focused group
Works well in a geographically diverse team environment
Strong sense of self and purpose-driven work ethic
Desired Qualifications:
Good data analysis skills and experience with Microsoft Excel, PowerPoint, and other tools (e.g., ArcGIS).
Strong analytical capabilities, that allow for both synthesis and gap analysis of policy and environmental data
Graduate student pursuing a degree in Environmental Science, Climate Science, Sustainability, Environmental Policy, or related discipline.
Knowledge of United States Federal agencies

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis' total compensation package for employees.
