…a great relationship builder with staff and partners.

…a good manager of policy and politics, recognizing the importance of social values.

…able to identify and promote fish and wildlife habitat priorities.

…able to see the big picture and hold to purpose.

…able to balance reactive and proactive workloads, and

Where is this position located?

Salem, Oregon. The Land Resources Program Manager is one of the key positions in ODFW’s Habitat Division, which is based out of ODFW’s Headquarters in Salem.

What will you do?

The Land Resources Program develops and coordinates implementation of the policies, plans, and programs necessary to maintain ecosystems and the habitat base to support fish and wildlife populations consistent with the State’s and ODFW’s conservation, recovery, and management goals. The Land Resources Program Manager supervises six permanent, high-profile positions within the Habitat Division that focus on various land resource issues such as land use, federal land management, energy development, forestry, mining, waterway alteration, and habitat restoration. The Land Resources Program coordinates all of ODFW’s work with regulatory agencies, federal and state land managers, Tribes, private landowners, private organizations, and individuals to identify and assist in providing the necessary habitat for the state’s diverse fish and wildlife. Finally, the Land Resources Program facilitates and coordinates ODFW’s terrestrial habitat restoration work on natural and working lands.

More specifically, there are two primary roles for the Land Resources Program Manager:

Staff Supervision and Management: This position is responsible for managing multiple staff in the Land Resources Program, including positions that address the impacts of development through other agencies’ regulatory processes as well as positions who focus on proactive habitat restoration. Duties include recruitment and hiring, supervision and employee performance assessment, providing oversight on specific program issues, providing a vision and workplan for the program, and developing and overseeing program budgets.

  • Fish and wildlife habitat protection, restoration, and mitigation;

  • Climate adaptation and resiliency;

  • Maintaining natural resource integrity in land use and resource management;

  • Representing ODFW when working with regulatory agencies, local governments, federal and state land managers, Tribal land managers, and private landowners;

  • Assisting ODFW’s Director’s Office in state legislative policy processes to provide technical information on fish and wildlife habitat needs;

  • Reviewing and advising state, federal, and local agencies on projects related to land use, energy development, mining, waterway alterations, fill and removal activities, rangeland management, forest management, transportation, and other potential development or management actions;

  • Coordination and facilitation of habitat restoration and enhancement projects on federal, state, private, and Tribal lands; and

  • Implementation of federal and state Natural Resource Damage Assessment statutes.

Minimum Qualifications:

Five years of lead work, supervision, or progressively related experience involving habitat management for fish or wildlife, resource management and policy, or program administration; OR

Three years of related experience and a Bachelor’s degree in resource management program with at least 45 quarter (30 semester) hours of biological or ecological coursework.

Requested Skills:

  • Ability to work with the public and constituents with diverse opinions on land and water management, taking a practical and realistic approach to conservation and environmental issues.

  • Experience managing people and practicing leadership, including leading and working as part of a team.

  • Extensive knowledge and competency in the various areas covered by the program including wildlife habitat ecology, Oregon land use laws and various federal, state, and local regulatory processes, climate science and policy, and habitat restoration principles.

  • Extensive knowledge and competency in managerial skills (e.g. planning, budgeting, employee relations, decision-making)
