HCD Environmental Review (ERR) Program Specialist
(Program Specialist - DWS)
The ERR Program Specialist will plan, develop, implement, monitor, evaluate, train, resolve conflicts, and assist in the implementation and on-going direction and support of Workforce Services programs. ERR Program Specialists must have extensive expertise and knowledge of specific program area of responsibility, and may perform one or more of the following duties: develop program policies, procedures, and quality assurance plans and development activities; conducts agency-wide technical and/or program training, curriculum development and on-going assessment and maintenance of program training content; provide technical assistance to and/or functionally supervise other trainers or technicians; or, may resolve high conflict issues due to service delivery breakdowns by responding to requests, issues or problems from the general public.

Principal Duties
The ERR Program Specialist performs the following tasks:
- Analyzing, summarizing and evaluating data to categorize applicability.
- Reporting findings, interpreting results and making recommendations for environmental reviews.
- Entering and retrieving data from multiple software systems.
- Providing environmental review support to program managers and community partners.
- Maintaining and creating files or record keeping systems. Sorting, labeling, filing and retrieving documents, or other materials related to environmental reviews.
- Assisting stakeholders in the completion of environmental review forms, applications, and other paperwork.
- Identifying problems or potential problem areas and recommends solutions.
- Auditing and reviewing policy, procedure and practices to ensure compliance with federal regulations and standards.
- Reviewing and inspecting work for quality, accuracy and completeness.
- Monitoring and evaluating operations, programs, projects, processes and practices for quality and effectiveness; making recommendations for improvement.
- Fulfilling public record requests in a timely manner.
- Producing and understanding technical reports.
The ideal candidate for this position is someone who has experience with the following:
- Has experience interpreting and applying regulations such as NEPA, or executive orders that provide a framework for environmental review decision making.
- Has previous experience providing administrative support to a senior level executive.
- Is self-motivated and can work independently.
- Has experience with administrative office procedures and systems such as Google Suite, Microsoft Suite, Adobe, record management, transcription, form design principles, and other office procedures and terminology.
- Is familiar with federal programs, business practices, rules, regulations, policies and procedures.
- Has the ability to use logic to analyze or identify underlying principles, reasons, or facts associated with information or data to draw conclusions.
- Demonstrates ability to develop and maintain applicable professional contacts, resources, and networks.
- Can speak clearly, concisely, and effectively; listen to and understand information and ideas as presented verbally.
- Is able to deal with people in a manner which shows sensitivity, respect, tact, and professionalism.
- Has the ability to maintain composure and respond appropriately in stressful, emergency, volatile, or crisis situations.
- Has the ability to establish, organize, monitor, and maintain files and other data.
- Is able to arrange, coordinate or schedule time and details.
- Has working knowledge of grammar, spelling, and punctuation.
- Has experience researching methods, techniques, and sources of information.
- Is experienced with organizing information in a clear and concise manner.
- Is able to communicate information and ideas clearly and concisely, verbally and in writing; read and understand information presented in writing.
- Is well-organized, tech-savvy, service-oriented, and works well under pressure.
- Has experience with frequently and proactively finding multiple options and solutions to problems that arise in day-to-day activities.
