Responsibilities
The Environmental Compliance organization is seeking a dynamic Principal Scientist with experience in Resource Conservation Recovery Act (RCRA) and Solid Waste Disposal management.
Assure regulatory compliance and provide other environmental support at the Nevada National Security Site (NNSS) and other Nevada locations operated by MSTS. Support the national security and other missions at the NNSS by reviewing planning and operational documents and providing input to ensure environmental requirements are incorporated, and environmental impact is minimized. Manage environmental programs as assigned by the manager with emphasis in the Resource Conservation Recovery Act (RCRA) and Solid Waste Disposal management, and other areas as assigned by the Environmental Compliance manager.

MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Responsibilities
- Serving as internal subject matter expert for RCRA and solid waste management, including the associated permits.
- Conducting field inspections of facilities to ascertain regulatory compliance, primarily with hazardous and solid waste regulations, but also air quality, wastewater, drinking water, chemical management, and other environmental regulations, as assigned.
- Conducting management assessments of environmental programs to verify compliance and identify environmental deficiencies, and track them to resolution and closure.
- Assisting in regulatory inspections for RCRA and solid waste management.
- Ensuring MSTS and other NNSS users are maintaining compliance with local, state, and federal permits and regulatory requirements in assigned areas, prepare routine and non-routine reports, and develop sampling and monitoring schedules.
- Assisting waste generators of solid, hazardous, and radioactive waste with characterization and disposal guidance.
- Reviewing work plans for waste management and other environmental compliance issues.
- Maintaining and updating company documents related to assigned areas as necessary.
- Devising imaginative, thorough, and practical solutions requiring evaluation of standards and processes.
- Coordinating execution of assigned projects.
- Developing processes, procedures, work instructions.
- Providing environmental technical support for procurements.
- Coordinating work with other project team members.
Qualifications
- Bachelor's degree in a calculus-based (STEM) field, plus at least 9 years' relevant experience.Skill building experience must demonstrate either deeper technical specialization or additional cross-disciplinary knowledge. Graduate research experience may be recognized.
- Experience with the Resource Conservation Recovery Act (RCRA) required.
- Experience with State of Nevada regulations preferred, including solid waste regulations.
- Good attention to detail in planning and performing work, and documenting decisions in a scientifically-defensible manner.
- Must have good planning and organizational skills, initiative and use of independent judgement.
- Working knowledge of office software programs such as the Microsoft Office suite.
- Must possess excellent oral and written communication skills.
- Must be able to function in a team environment and build teaming relationships with all levels and types of employees.
- Knowledge of technical vocabularies and terminology common to the assignment.
- Work involves indoor and outdoor work in construction areas and other industrial settings including underground areas, work in chemical protective clothing, and work in extreme temperatures.
- The primary work location will be at the Nevada National Security Site (located 65 miles northwest of Las Vegas, Nevada).
- Work schedule for this position with be 4/10s, Monday - Thursday (subject to change).
- Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
- Must possess a valid driver's license.
