Environmental Science Specialist Join the State Department of Military Affairs at the Great Falls Air National Guard Base as an Environmental Specialist! * Position Overview : *This position is responsible for developing and implementing a base-wide environmental compliance program for Solid and Hazardous Waste/Spill Prevention Control and Countermeasures (SPCC)/Aboveground Storage Tank (AST)/Underground Storage Tank (UST)/Storm Water Pollution Prevention (SWPP) Management to minimize MANG's potential for notices of violation, enforcement actions and environmental liability. Responsible for developing and implementing a Base-wide Emergency Planning and Community Right-to-Know Act (EPCRA) program for the Montana Air National Guard. Responsible for implementing and managing base programs that focus on conservation of resources, replacement of hazardous materials with less hazardous materials, hazardous and solid waste reduction, recycling and other preventive means to successfully and cost effectively avoid, prevent or reduce the generation of pollutants. Performs other compliance related duties as required including managing medical waste disposal, outdoor firing range lead contamination remediation and disposal, Manage Air Emission Inventory IAW MTDEQ issued Synthetic Minor Air permit. Evaluate Refrigerant, and Ozone Depleting Substances inventories and develop appropriate management plans for ODS's and other emerging greenhouse gases. Inspect refrigerant reclamation equipment for EPA registration. This Position is responsible for Remediation Project Management and Environmental Management Systems implementation and maintenance. * Remediation Project Management encompasses the coordination and implementation of the installation remediation program for the Montana Air National Guard in conjunction with ANG/A7and assigned environmental services providers to return affected soils and ground water to Montana Department of Environmental Quality Standards and protect human health and the environment by performing appropriate, cost-effective cleanup of contamination resulting from past practices. * Environmental Management Systems (EMS) encompasses development and implementation of a base EMS program that integrates with the Air National Guard EMS/Virtual Environmental Management Office (VEMO), Enhancing environmental stewardship into the overall management of the Montana Air National Guard and provides an organized structure for achieving the goals established by the United States Air Force, Air National Guard Bureau, the Wing Commanders environmental commitment, and Adjutant General's environmental policy. * 10% other duties as assigned, including snow removal. / The successful candidate must be able to demonstrate their ability to work and engage in diverse working environments within and outside the department. / / This vacancy will remain open until filled. Candidate Screening will start 09/22/23 / Minimum Qualifications (Education and Experience): * This position requires a Bachelor's Degree in environmental science, environmental engineering or related field and; * Three (3) or more years job related work experience. * Other combinations of education and experience may be considered. Knowledge, Skills and Abilities: Requires the knowledge of environmental program principles and procedures applicable to a wide range of duties in program or functional areas, such as solid and hazardous waste management, air and water quality management, pollution prevention and control, underground storage tank management, etc. Skilled in applying environmental science expertise to resolve complex problems involving diverse aspects of environmental protection where procedures require frequent modification or changes in the state ANG program and requirements. Ability to modify or adapt established environmental methods and procedures to solve problems; ability to evaluate, modify or adapt new methods to meet environmental requirements for specific state situations; and/or ability to revise standard methods to improve or extend environmental administration and/or management systems within the state. Ability to communicate effectively with Air National Guard Bureau program managers, Montana Department of Environmental Quality, EPA, and other environmental regulators as required by situation. Understand Industrial Processes associated with aircraft maintenance operations and how the inputs and outputs from those processes affect environmental media areas (air, land, water) and the health of the environment and the base population. Conditions of employment: Must pass background and driving record checks as a condition of employment. Must be able to obtain security clearance. Eligibility for a Secret Security clearance according to AFI 31-501 is mandatory for condition of employment.
