SF Environment is seeking a Healthy Communities Senior Coordinator to equitably improve the health and well-being of our communities through the implementation of the Ban on the Use of Gas-powered Landscaping Equipment Ordinance. The ordinance, passed in October 2022, aims to reduce air and noise pollution and improve public health by prohibiting the use of gas-powered landscaping equipment by city agencies and private businesses.The Healthy Communities Senior Coordinator will be responsible for:
  • Establishing and managing an incentive or Buy-Back program to encourage the adoption of electric landscaping equipment, in coordination with grantees and contractors
  • Facilitating community and stakeholder conversations with the landscaping equipment operators, city departments, and community-based organizations
  • Developing and overseeing outreach campaigns to reach impacted residents and landscape equipment operators
  • Setting up new regulations and an enforcement and fine collection system
  • Seeking additional federal, state, and philanthropic funding to grow the program
  • Coordinate all efforts with other department programs and teams working on related projects to create healthier communities
Job Duties According to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this class and are not intended to be an inclusive list.
  • Collaborate with other SF Environment team members, city departments, contractors, and grantees, to educate the general public and operators of landscaping equipment about the ordinance
  • Develop and promote a Request for Proposals to find community-based organizations (CBOs) to help implement the outreach and incentive program
  • Manage grants to CBOs and contracts related to ordinance implementation
  • Develop a stakeholder group comprised of city departments, CBOs, and landscape equipment operators to provide feedback on implementation
  • Develop and implement an enforcement and fine collection program
  • Work with stakeholders to determine safe disposal methods for existing equipment and batteries from the new equipment
  • Coordinate with the Toxics Reduction municipal, residential, and commercial teams on programmatic integration and alignment
  • Manage the budget for the program and seek additional local, state, federal, or philanthropic funding
  • Create reports and presentations that capture qualitative and quantitative information about implementation efforts
  • Hire, train, and supervise staff and interns as needed
  • Perform administrative and other duties as necessary
Qualifications Appointment TypeThis position is a Temporary-Exempt Appointment, with an anticipated duration of 36 months. The position is excluded by the Charter from the competitive civil service examination process and shall serve at the discretion of the appointing officer. Minimum QualificationsEducation - Possession of a baccalaureate degree from an accredited college or university in in environmental science, public administration, business administration, or a field related to the duties of the position; ANDExperience - Four (4) years of experience planning, coordinating, and implementing environmental programs, or four (4) years of experience performing duties similar to those described in this class. Desirable Qualifications The desirable qualifications may be used to select among finalists at the end of the selection process.   • Demonstrated project management and execution skills with a track record of delivering projects on schedule and on budget
  • Self-motivated and proactive with strong problem-solving and communication skills
  • Possess attention to detail, and an ability to work both independently and collaboratively
  • Experience with budgeting, reporting, data analysis, and grant-writing
  • Experience in the landscaping industry or familiarity with landscaping equipment
  • A commitment to promoting equity, diversity, and inclusion within the workplace and experience with diverse community engagement and service
  • Fluency in Spanish
