Senior Managing Consultant, Energy Services
Location: Remote USA or Hybrid Any USA based ICF Office
ICF is seeking an experienced managing consultant to support our expanding energy and economic modeling and policy research teams. Our group supports public and private sector clients in studying the implications of energy and environmental policies affecting the physical and built infrastructure, including clean energy and decarbonization policies. Our clients include federal agencies such as the Department of Energy (DOE) and the Environmental Protection Agency (EPA), energy and natural resource agencies under various state and local governments, energy utilities and energy developers, as well as clients in developing countries funded by donor agencies such as the USAID and the World Bank.
Our work involves studying policies that affect the electricity market and the energy sector overall, with a focus on studying the economic implications of policies and regulations to ensure a secure, reliable, and resilient energy sector that helps mitigate the effects of climate change.
As a manager, you will be responsible for leading a team of analysts and consultants in conducting research, gathering data, conducting energy/economic modeling and preparing reports to evaluate the impact of policies, and generally contribute to thought leadership on the U.S. and international energy sectors. You will analyze trends in the industry, including renewable resource integration, decarbonization, electrification, and grid modernization in support of our clients' efforts to meet clean energy and decarbonization goals. You will assess the impact of policies and regulations that could shape the nature of investments in the energy sector in the coming years. We are looking for an analytical individual with strong communication and technical skills who can work independently and collaboratively. As part of your role, you will manage consulting assignments and support all levels of project staff, with direct responsibility for project management, client contact, and help with business development and proposal writing.
This is a full-time position, and we are ready to hire immediately. Location is flexible, but with expectations for travel to federal offices in Washington, D.C. periodically.

Key Responsibilities:
- Lead a team of analysts and consultants to perform research, modeling, and other analytical tasks on specific technical and/or economic issues related to the energy markets and energy/environmental policies affecting the entire value chain in the energy sector.
- Lead energy and economic modeling efforts using various proprietary and third-party energy and economic models, such as REMI and IMPLAN.
- Analyze technical and economic impacts of energy sector regulations, legislation, and policies, energy market forces, and macroeconomic trends.
- Support clients in tackling challenges to the achievement of climate change and clean energy goals, including investments in renewable resources, advancements in energy sector modernization, improvements in power sector reliability and resilience, and feasibility of decarbonization and electrification measures.
- Work closely with our practice leads to expand our service offerings.
- Lead, coach, and share best practices with other ICF colleagues.
- Establish yourself as a thought leader on energy sector regulations, policies, and trends through publications and presentations that showcase ICF's technical leadership.
- Manage technical consulting assignments, including outlining and drafting deliverables, managing the budget, and directing project staff.
Minimum Qualifications:
- Master's degree in Economics, Finance, Public Policy, Energy, Statistics or related field AND 5+ years of experience in successfully supporting U.S. energy market analysis OR Ph.D. degree in Economics, Finance, Public Policy, Energy, Statistics, or related field, with specialization on energy sector issues AND 1+ years of experience in successfully supporting U.S. energy market analysis.
Relevant professional experience includes the following:
- Knowledge of U.S. electricity and energy markets, regulations, and policies.
- Understanding of trends in global energy markets including renewable energy investments and infrastructure needs.
- Experience studying clean energy and decarbonization issues in the U.S. and/or in developing countries.
- Knowledge of economic modeling approaches and tools, including input-output and macroeconomic models (e.g., REMI, IMPLAN, others), as well as statistical and econometric modeling approaches.
- Project management experience with multidisciplinary teams.
Professional Skills:
- Excellent written and oral communications skills.
- Ability to apply detailed knowledge of organizational procedures to make independent decisions and serve as a credible resource for a senior management team.
- Ability to work with all levels of internal staff, as well as outside clients and vendors.
- Excellent problem-solving skills with ability to analyze situations, identify existing or potential problems, and recommend solutions.
- Strong organizational skills, and the ability to work under strict deadlines in a fast-paced environment.
- Advanced Microsoft Office (Excel, Access) skills.
