Job Title: HES Manager (Health, Environmental, Safety)

SITUATION IN ORGANIZATION

This position reports directly to the Plant Manager. The HES Specialist and Process Safety Engineer reports to this position.

JOB DIMENSIONS

This job exists to provide Health, Environmental, and Safety support to the Memphis plant and ensure compliance, improve performance and enhance HES awareness.

KEY ACTIVITIES AND RESPONSIBILITIES

Environmental (40%)

• Serve as the environmental focal point for waste characterizations, waste disposal, LDAR, fugitive emissions, RCRA, etc.

• Hazardous and non-hazardous waste coordination and shipments.

• Interaction with government agencies and ensure permits and license are up to date.

• Manage and maintain all safety, environmental records, and compliance reporting including Title V permit.

• Serve as plant Storm Water Pollution Prevention Program leader and participate on Site Team.

• Serve as the department's Compliance Task Tool & Event Driven Tasks Coordinator.

• Participates in missed compliance tasks investigations and the development of corrective actions.

• Serve as Arkema Integrated Management Systems Leader and sub-element owner.

• Manager site compliance calendar and ensure inspection readiness.

• Lead multi-media environmental Risk Assessments of projects.

Health and Safety (60%)

• Leading efforts to improve HES performance by eliminating injuries, exposures, spills, and emissions.

• Lead PSM program for site.

• Collaborate with site emergency response team and other tenant functions as the Arkema representative.

• Compile and prepare all HES reports for Arkema and regulatory agencies.

• Participate in and provide data for HES audits.

• Consults with HE&S expertise group to obtain clear interpretations of site-specific regulatory process, regulations, laws and associated procedures and update site applicability matrix.

• Utilizes the MOC and Implementation Work Process to effectively deliver the regulatory guidance, required documentation, and training to the appropriate groups.

• Recognizes and analyzes HES risks present in the work environment and assists the Team in the development of programs, procedures and /or work processes to mitigate those risks.

• Ensures compliance with HES requirements and effective implementation of the various global HES management systems, work processes, and data management systems.

• Serve as Site Security Officer.

• Ensures safety training is scheduled and performed.

• Lead and participate in incident investigations and corrective action processes.

• Sustain and continually improve Behavior Based Safety program.

• Management Representative for OHSAS 18001 and 45001

• Monthly safety reporting on Impact and Sustainability Reports

CONTEXT AND ENVIRONMENT
  • Supports the site HES policy and complies with all regulatory and internal requirements
  • Participates in HES activities provided by site management and Arkema Inc. (e.g., Behavioral Base Safety, SafeStart, etc.)
  • Supports and promotes the reporting of all health, safety, environmental, near-miss, accident or injury incidents
  • The compliance support includes the coordination and administration of existing HES programs, determining the applicability (and non-applicability) of regulatory requirements to the Operations facility located in Memphis, TN
  • Provide technical support to the PSM program.
  • Ensure all incidents are reported and appropriately investigated and corrective actions implemented
  • Ensure department members follow required HESQ training

REQUIRED EDUCATION/QUALIFICATIONS/WORK EXPERIENCE
  • Bachelor's Degree required
  • Bachelor's degree in a health, safety or environmental field preferred.
  • A minimum of 5 years industrial safety experience, preferably in a petro/chemical plant environment or a minimum of 5 years chemical plant experience, preferably with Maintenance / Contractor experience.
  • Experience in a PSM-regulated manufacturing plant is required.
  • Knowledge of HES regulations, rules and processes/ best practices is required.
  • Strong computer skills needed (E-mail, word processing, Excel and PowerPoint experience)
