Who We Serve:

Massachusetts was the first state in the nation to combine energy and environmental agencies under one Cabinet secretary. The Executive Office of Energy and Environmental Affairs (EOEEA) serves Commonwealth residents interested in outdoor recreational activities, clean energy solutions and those who work with animals and livestock. Equally, EOEEA works with energy consumers, power companies, clean energy providers and farmers to delicately balance the interaction with environmental protection laws and regulations while being a cornerstone for our economic prosperity.

GENERAL STATEMENT OF DUTIES AND RESPONSIBILITIES

The Geographic Information Systems ( GIS) Specialist will be located within the Executive Office of Energy and Environmental Affairs climate team, with supervision from the Deputy Director of the Municipal Vulnerability Preparedness (MVP) program. The Specialist will lead on MVP GIS efforts including updating and maintaining the Resilient MA and grant viewer data and applications and creating other spatial and data tools and visualizations as needed. The Specialist will also provide support to the Environmental Justice and Climate Mitigation team GIS needs, including developing the Natural and Working Lands greenhouse gas inventory and supporting the Environmental Justice viewer. The Specialist will coordinate with EEA GIS staff, MassGIS staff, and EEA IT as appropriate.

This position is funded through ARPA (America Rescue Plan Act).

Detailed duties:

GIS Support for Climate Resilience and Adaptation Team and MVP Program - 2/3 time

The Specialist would develop, update, and maintain MVP and broader climate resilience and adaptation team spatial tools, including but not limited to the Resilient MA map and EEA Climate Grant Viewer. The Resilient MA map is created through ArcGIS and houses and displays data on climate hazards and projections as well as for different community assets that may experience climate impacts. This tool will align with the yet-to-be-released Guides for Equitable and Actionable Resilience (GEAR) tool that is being developed through the MVP grant program to help communities access relevant statewide data and case studies and guiding MVP climate resilience planning conversations. The EEA Climate Grant Viewer is also created through ArcGIS and enables users to explore projects across various EEA programs addressing climate change preparedness, adaptation and/or resilience to climate stressors. The Specialist would maintain and build out these tools as well as provide assistance in any other GIS needs, in close coordination with the newly established Office of Climate Science, Communications and Engagement Specialist, and MVP Deputy Director.

GIS Support for EEA Climate Mitigation Team & Environmental Justice Team- 1/3 of time

The Specialist would support the Carbon Sequestration Analyst with spatial analysis for the Natural and Working Lands (NWL) greenhouse gas inventory, and related analyses. This would include supporting the development and regular updates of spatially and temporally explicit NWL greenhouse gas inventory tools and maps for Massachusetts, working closely with EEA state agencies, MassGIS, and external subject matter experts as necessary.

The Specialist would also support the Environmental Justice Team and EEA GIS staff with making updates to the MA Environmental Justice Viewer and related GIS projects, as needed.

Preferred experience:

Strong experience with ESRI ArcGIS desktop software and ArcGIS Online.

Experience developing GIS datasets and spatial tools and mapping visualizations that present information in a way that is easily understood and accessible to the public.

Demonstrated knowledge and competency with spatial analysis of raster data.

Demonstrated knowledge and competency with using computer coding languages (e.g., Python, R) to process data intensive datasets.

Experience with writing and updating documentation for methodologies and workflows.

Excellent meeting facilitation skills.

Excellent writing and oral communications skills.

Strong organizational skills in terms of meeting deadlines while managing multiple work streams, circulating timely information, and capability to prioritize and evaluate goals.

Detail oriented.

Preferred familiarity with climate adaptation and resilience, climate mitigation and/or environmental justice; MA climate change data, science, and mapping tools.

MINIMUM ENTRANCE REQUIREMENTS:

Applicants must have at least (A) three years of full-time, or equivalent part-time, technical or professional experience in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health, of which (B) at least one year must have been in a professional capacity, or (C) any equivalent combination of the required experience and the following substitutions.

Substitutions:

I. An Associate's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.*

II. A Bachelor's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of two years of the required (A) experience.*

III. A Graduate degree with a major in environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for the required experience.*

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
