Overview
The Senior Director, Environmental Health, Safety and Risk Management is a key leader on the management team for the Facilities Planning and Management Division (FPM) and reports directly to the Associate Vice President for Facilities Planning and Management. The Senior Director is the AVP's chief advisor and may assume signature authority in the event of the AVP's absence. The Senior Director advises senior management on all occupational health, safety, radiation safety, and environmental issues relevant to university operations. In addition, the Senior Director administers the University's risk management program including the identification, measurement, evaluation, reduction, and monitoring of risks, the purchasing of insurance when deemed appropriate, and the processing of claims. The Senior Director ensures that the University maintains a safe and healthful place to learn, work and visit, operates in a manner that protects our environment, and complies with applicable federal, District of Columbia, and local codes and regulations.

Responsibilities
  • Serve as senior advisor to the AVP, FPM on all areas of technical expertise in environmental management, safety, and risk management as well as in the operations of the Division of Facilities Planning and Management in general. Assume signature authority for the AVP as assigned or as default in the AVP's absence.
  • Lead the strategic, operational and budget planning and implementation efforts of the EHSRM department and assist the AVP with FPM's overall budget formulation, justification, execution, tracking and monitoring. Staff EHSRM department and supervise, evaluate, and train professional technical employees (scientists, engineers) in accomplishing the department's mission.
  • Develop and manage programs to assure University compliance with Federal, District of Columbia, and local standards, codes, regulations and laws (includes OSHA, EPA, NRC, DOT, NIH, FDA, and others).
  • Develop University policies and procedures for safety and environmental compliance.
  • Assess University safety, health, and environmental priorities and costs, and make budget recommendations to upper level management.
  • Track new and pending safety, health, and environmental legislation, and set strategy for University compliance.
  • Maintain environmental and safety licenses and permits to enable the University to operate and research to continue. Monitor and track mandatory operational safety training,
  • Manage department budget, from multiple accounts and funding sources.
  • Ensure that accidents and safety/environmental complaints are investigated.
  • Oversee contracted services to assure performance of contract specifications and obligations.
  • Ensure all University facilities are regularly inspected to identify hazards and recommend corrective action.
  • Provide emergency planning and support during an emergency. Partner with the Department of Public Safety (DPS) in conducting annual tabletop exercises.
  • Review engineering designs for new builds and renovations to ensure compliance with life safety codes and environmental requirements.
  • Serve as the primary liaison with government officials for communications between the University and regulators on issues of environmental and fire safety; and other topics in the EHSRM area of expertise.
  • Prepare reports required by government agencies and respond to inspection findings and inquiries for information in a timely manner.
  • Lead, facilitate, and advise departments in designing risk management programs within their own departments.
  • Collect, evaluate, and maintain data concerning patient injuries, claims, workers' compensation, and other risk-related data.
  • Investigate and analyze root causes, patterns, or trends that could result in compensatory or sentinel events. Help to identify and implement corrective action where appropriate.
  • Serve as the University's liaison to the insurance broker. Manage the risk management function, monitor and review the annual insurance renewal process, and process claims in a timely manner.
  • Assist in processing summonses and claims against the facility by working with legal counsel to coordinate the investigation, processing, and defense of claims against the organization.
  • Actively participate in or facilitate committees related to risk management, safety, and discipline expertise.
  • Oversee the sale and/or disposal of University assets (real property, equipment) once they have reached the end of their usefulness for the University. Coordinate with others in OGC, Advancement, and other Finance departments,
  • Actively participate in other University committees, as such as the Policy Committee, as appointed.
  • Collaborate with all other Facilities departments on issues of campus safety, environmental safety, occupational safety, code compliance, sustainability, waste reduction, hazardous materials disposal/recycling,


Qualifications
Bachelor's Degree required with at least ten (10) years' experience in the comprehensive practice of environmental health & safety. At least three (3) of these years should be in a responsible management position with direct reports.

Possession of current and valid U.S. driver's license appropriate to the type of university vehicle and an acceptable Motor Vehicle Driving Record (MVR) as stipulated in the Vehicle Guidelines and Procedures Manual administered through the office of Environmental Health and Safety. Annual clearance of MVR check through the Office of Environmental Health and Safety.

Certification as a Certified Industrial Hygienist, Certified Fire Protection Specialist, Certified Safety Professional, or Certified Health Physicist is highly desirable. Professional experience sufficient to obtain at least one of these certifications.
