THE OPPORTUNITY: 
The Park District is currently recruiting for Project Coordinator located at the Park District’s Administrative Office, 2950 Peralta Oaks Ct., Oakland. The current Project Coordinator vacancy exists in the Planning, Trails, & GIS Department and will be responsible for coordinating the management and monitoring of conservation easements and other mitigation lands by providing financial planning and oversight of long-term management plans.

The hiring pools established from this recruitment will be used to fill the current vacancies and additional vacancies that may occur during the one-year life of the hiring pools.  
 

WHAT YOU’LL BE DOING:
Under general supervision, performs technical duties in coordination of a variety of Park District capital projects; performs project management duties of less complex capital projects and/or assists Project Managers on the most complex Park District projects; and performs related duties as assigned.

 
IDEAL CANDIDATE:
• Has strong project management skills to manage multiple teams 
• Is knowledgeable of regulatory compliance, including CEQA and NEPA
• Works well collaboratively with local jurisdictions and land conservation partners
• Is experienced in contract administration and maintaining relevant project budgets

Essential Functions

• Conducts feasibility studies; manages environmental analysis in accordance with CEQA; 
• Obtains necessary permits; assists in the preparation and administration of grants; 
• Applies techniques and strategies to deliver capital projects in a cost effective, timely, and high quality manner; 
• Takes ownership of projects and holds himself/herself and his/her team accountable; 
• Facilitates resolution of issues and develops alternatives; 
• Collaborates with in-house designers and technical staff throughout the design process on matters of project scope, budget, schedule, design plans, specifications and standards, cost estimates and bidding of capital projects; 
• Manages professional consultants in the preparation of studies, plans, designs, specifications, construction documents, schedules, permits, and cost estimates for projects; 
• Prepares and negotiates contracts and amendments; 
• Performs project administration during the construction phase of projects; 
• Reviews and facilitates change orders and inspection reports; 
• Monitors construction to ensure compliance with project specifications; 
• Certifies payment requests; maintains construction records; 
• Coordinates with maintenance personnel on challenges related to recently completed projects and existing park facilities and infrastructure.

OTHER FUNCTIONS & DUTIES:
• Researches, compiles, and analyzes data and written materials; 
• Prepares technical and administrative reports; monitors and reports on the budgets, schedules, and statuses of projects; 
• Prepares requests for proposals for professional consulting services; 
• Schedules and conducts community meetings; 
• Makes presentations to the Park District Board and to Board Committees; 
• Coordinates and communicates with other Park District departments, other public and private agencies, neighbors, and the general public; 
• Performs related duties as assigned.

Minimum Qualifications

Education: A Bachelor’s degree from an accredited college or university with major course work in engineering, architecture, landscape architecture, construction management, planning or related field,  
 


AND

Experience: Two years of professional level experience in above related specialty areas.


Substitutions: A Master’s degree in a related field may be substituted as an equivalent to a maximum of one of the required two years of experience.


License or Certificate: Possession of a valid Class C California Driver’s License is a condition of initial and continued employment in this classification.            

KNOWLEDGE, SKILLS, AND ABILITIES:


Knowledge of: 
• construction inspection and administration;
• regulations and codes related to permitting and construction;
• office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases. 

Ability to: 
• review and interpret design plans and construction documents; 
• prepare cost estimates and project schedules; 
• coordinate and/or manage capital projects; prepare specifications and Requests for Proposals; 
• collect and assess information; complete assigned project tasks to meet budget and schedule goals; 
• prioritize multiple, concurrent projects and tasks; 
• operate office equipment including computers and supporting word processing, spreadsheet, and database applications; 
• communicate clearly and concisely, both orally and in writing; 
• establish and maintain effective working relationships with those contacted in the course of work at all levels, including a culturally diverse general public, with a focus on quality service to internal staff and external customers.

CONDITIONS OF EMPLOYMENT:
• All East Bay Park Regional District employees are required to be fully vaccinated against COVID-19 as a condition of employment. 
• Must be able to pass a Level 1 background check which includes:  employment history verification, employee reference check, education or certificate verification, Department of Justice fingerprinting, and criminal history review.
• Possession of a valid Class C California Driver's License is a condition of initial and continued employment. 
• May be required to attend public hearings and other meetings which may be scheduled outside of normal work hours.

UNION AFFILIATION:
AFSCME: East Bay Regional Parks Employees, Local 2428, American Federation of State, County & Municipal Employees (AFSCME), AFL-CIO, represents this classification. Wages, hours, and other terms of conditions of employment are covered in a Memorandum of Understanding (MOU) between the Park District and Local 2428.  The probationary period for this classification is nine (9) months.


 
SALARY RANGE: The starting pay for this position will be at Step A of the salary range.
