The East Bay Regional Park District (EBRPD) is a full-service governmental agency stewarding a metropolitan system of public open space parklands and trails in Alameda and Contra Costa counties east of the San Francisco Bay. THE OPPORTUNITY: 
The Park District is currently recruiting for an Ecologist in our Wildland Vegetation Management Department which is headquartered at the Park District’s Administrative Office, 2950 Peralta Oaks Ct., Oakland.  The hiring pools established from this recruitment will be used to fill the current vacancies and additional vacancies that may occur during the one-year life of the hiring pools.  

The wildland vegetation management team oversees and advises on managing parkland vegetation for resiliency, for maintaining or increasing biodiversity, reducing the risk of catastrophic wildfire and overall health and function. The Department oversees the Park District's grazing program that includes 44 grazing tenants across 80,000 acres. Additionally, Department staff are responsible for leading the management of rare plant and vegetation communities, permitting and restoration for fuels management, and habitat restoration.

What You'll Be Doing: 
Under general direction supports natural resource protection through the scientific application of the principles and practices of ecological management by analyzing, monitoring, researching, and coordinating natural resources and/or community resources; and performs related duties as assigned.

We Are Looking For Someone Who:
• Demonstrates attention to detail, superb organizational skills, and independent judgment to creatively problem solve.
• Enjoys working in a diverse and fast paced environment.
• Is able to work collaboratively as a member of a team as well as independently.
• Has experience working on fuels management projects, restoration projects, and/or other types of projects in related fields.
• Has experience with environmental permits and is comfortable implementing permit conditions.
• Is knowledgeable and passionate about California ecology and ecological restoration.

Essential Functions

• Assists manager or program administrator with a variety of projects or assignments: performs research, provides analysis, collects data, conducts field and resource assessments, and makes recommendations;
• Maintains records, logs, and databases; prepares reports and writes correspondence;
• Researches, secures, and manages grant funding; assesses Park District projects, consult with regulatory agencies and obtains legally binding state and federal permits, biological opinions, and/or authorizations for Park District projects;
• Coordinates with other Park District departments and outside agencies;
• Reviews and/or assists with the development of policies and guidelines;
• Monitors budget and tracks expenditures; attends meetings, represents the Park District and makes presentations;
• May exercise lead direction and technical supervision over assigned project staff. This includes training, assigning, prioritizing, and monitoring work assignments, establishing goals and standards and providing input for evaluations. Coordinates natural resource protection through the scientific application of the principles and practices of environmental management, integrated pest management, and other resources to enhance plant and animal populations and their habitats;
• Performs restoration and monitoring of vegetation management and natural resource areas, including post-treatment restoration and assessment;
• Coordinates the implementation of plans (e.g. Wildfire Hazard Reduction and Resource Management) in cooperation with other departments;
• Leads and administers  resource management programs within the Park District and with outside resources agencies and consultants;
• Manages consultants and oversees work products;
• Consult staff on resource issues related to project design, maintenance, interpretation, and other activities to affect resources;
• Interacts with the public pertaining to resource issues.

Minimum Qualifications
Education:  A Bachelor’s degree from an accredited college or university with major course work in resource management or biological and/or environmental sciences with a focus in biology, botany, or a related field; AND

Experience: Three (3) years of experience performing complex research or work in a discipline related to natural resource management. AND

License or Certificate:   Possession of a valid Class C California Driver’s License is a condition of initial and continued employment in this classification.

Substitution:  A Master's degree from an accredited college or university with major course work in a related field may be substituted for one (1) year of the required experience.


Additional Information
Knowledge of: 
• Principles and practices of restoration and ecology or appropriate study; 
• Native and invasive species of plants and wildlife of the San Francisco Bay area, including rare, threatened, and endangered species;
• State and federal regulations pertaining to the protection and management of these species, the habitat requirements of these species, and strategies to manage for their benefit including implementing habitat restoration;
• California Environmental Quality Act (CEQA);
• State and Federal Endangered Species Act, and regulatory requirements of resource agencies;
• Listed plant and animal species and the state and federal regulations to protect them;
• Restoration techniques to enhance habitats and reduce invasive plant and animal cover;
• Basic ecological concepts;
• Office procedures, methods, and equipment including computers and software applications such as Microsoft Word, Excel, and Access.  

Ability to:
• Investigate and analyze situations;
• Plan and organize research; coordinate research with other Park District departments and other agencies;
• Assist with negotiation and attainment of regulatory permits;
• Use a global positioning system (GPS);
• Maintain a Qualified Applicators License (QAL) for those assigned to the Integrated Pest Management (IPM) unit;
• Obtain and maintain a United States Fish and Wildlife Services (USFWS) Section 10 permit for handling listed species for those assigned to the Wildlife Program unit;
• Operate office equipment including computers and supporting word processing, spreadsheet, and database applications;
• Communicate clearly and concisely, both orally and in writing;
• Establish and maintain effective working relationships with those contacted in the course of work at all levels, including a culturally diverse general public, with a focus on quality service to internal staff and external customers.

CONDITIONS OF EMPLOYMENT: 
• All East Bay Park Regional District employees are required to be fully vaccinated against COVID-19 as a condition of employment. 
• Must be able to pass a Level 1 background check which includes:  employment history verification, employee reference check, education or certificate verification, Department of Justice fingerprinting, and criminal history review.
• Possession of a valid Class C California Driver's License is a condition of initial and continued employment. Or other CA CDL requirement.
• Depending on the work location and assignment, may be required to wear a Park District Uniform.
• Positions may be required to work occasional evenings and/or weekend hours for meetings, presentations, or special events.

UNION AFFILIATION:
AFSCME: East Bay Regional Parks Employees, Local 2428, American Federation of State, County & Municipal Employees (AFSCME), AFL-CIO, represents this classification. Wages, hours, and other terms of conditions of employment are covered in a Memorandum of Understanding (MOU) between the Park District and Local 2428.  The probationary period for this classification is nine (9) months.

SALARY RANGE:  The starting pay for this position will be at Step A of the salary range.
