Office/Unit/Project Description

UNDP is committed to Small Island Developing States (SIDS), working to connect the UN global processes to regionally and locally owned development priorities for SIDS, and supporting and advocating for SIDS-specific development solutions. One of the outcomes in the UNDP Strategic Plan 2018-2021 is tailored to give special attention to "capacities developed across the whole of government to integrate the 2030 Agenda, the Paris Agreement and other international agreements (including the Small Island Developing States Accelerated Modalities of Action (SAMOA) Pathway) in development plans and budgets, and to analyze progress towards the SDGs, using innovative and data-driven solutions". UNDP provides support to SIDS through policy and programme development, and implementation that builds on international, national, and local priorities. UNDP is committed to support SIDS through a global framework, consisting of three main pillars: Climate Action, Blue Economy and Digital Transformation.

In view to this, UNDP is seeking to hire a Partnerships and Resource Mobilization Analyst to provide crucial support in the process of implementing UNDP's enhanced offer to SIDS. The consultant will assist and report to the Senior Principal Advisor at HQ as coordinator of UNDP's presence at the UN Ocean Conference in Lisbon, Portugal (27 June- 1 July 2022) and seize resource mobilization opportunities.

Institutional Arrangement

The consultant will be directly supervised by the Senior Principal Advisor for SIDS, as part of the Nature Capital Environment of the Global Policy Network of BPPS.

Travel

UNDP will cover the cost of travel of the individual to the duty station, as well as their return to their home upon completion of their services. Travel costs are covered only in the event that the function will be undertaken physically in the duty station and excludes working from home arrangements.
Duties and Responsibilities
Scope of Work

Under the supervision of the Senior Principal Advisor for SIDS, the Analyst will provide support for the implementation of the UNDP corporate offer for Small Island Developing States. The Analyst is mainly responsible for assisting resource mobilization efoorts; supporting strategic communications efforts; facilitating technical and knowledge exchange events, dialogues; and contributing to the strengthening of UNDP's partnerships in the areas related to sustainable finance.

The analyst will be responsible for the following activities:

UN Oceans Conference and follow-up process

•Support the SIDS Senior Principal Advisor as head of the internal Task Force on Oceans, including the drafting of meeting minutes, outcome reports and follow-ups;

•Draft key messages and strategic placement of UNDP on the oceans political outcome document and agenda;

•Lead engagement with development partners in particular Denmark and Grenada (outcome document facilitators) and the donor community on the theme of oceans in SIDS, including their placement as large ocean states;

Resource mobilization and outreach efforts

•In close cooperation with BERA, support the design and implementation of the resource mobilization strategy, including monitoring existing and potential partners;

•Identify visibility opportunities for partners and ensure the visibility of UNDP SIDS portfolio at conferences and events;

•Support the design and implementation of multi-stakeholder events and initiatives including in coordination with external partners;

•Support the drafting of briefing documents, talking points and other relevant materials for management as required.

Financing Facility for SIDS in infrastructure

•Support national consultations for the elaboration of the Financing Facility for SIDS;

•Support the development of a pipeline of project for resources mobilization and operationalization of the Financing Facility;

•Support the Senior principal Advisor for SIDS in his strategic engagement with Donors in particular Denmark.

Strategic communications and knowledge management:

•Develop a strategy for strengthening robustness of knowledge sharing/community engagement and engage in continual ‘behind the scenes' work of connecting practitioners and experts.

•Lead the drafting and development of policy and knowledge briefs and communication products including social media campaigns, newsletters, drafting op-eds, articles and more.

•Support development of knowledge products, including reporting.

  • Prior work experience at or familiarity with the work of UNDP and/or other UN agencies.
  • Experience and knowledge of policy issues relevant to Small Island Developing States preferred
  • Good knowledge of the UN intergovernmental machinery and AOSIS
  • Demonstrated experience in communications and events management
  • Knowledge of latest international development issues in UNDP's areas of work (e.g., poverty reduction, democratic governance, human rights, environment and natural resources management, climate change, disaster risk reduction and resilience, gender equality and women's empowerment)
