Overview:
RES is currently accepting applications for Regulatory Specialists with at least 5 years of experience in wetland and species regulatory permitting based out of either our Sacramento, CA or San Francisco, CA offices. The mission: Resource Environmental Solutions (RES) is rapidly expanding our habitat restoration activities into the western states including California, Oregon, Washington, Nevada, and Idaho. The role will have a strong California focus, however, expansion of projects into other states may require navigating the permitting process in other Western Region states. You will be supporting the Regulatory Manager, Project Management team, and Ecology team in obtaining regulatory agency approvals for the implementation of projects, as well as, supporting project managers to establish mitigation and conservation banks. Duties will primarily focus on the preparation and processing of regulatory permit packages to support our growing list of restoration projects. Permits typically required for restoration projects include compliance with the Clean Water Act (CWA) and California Fish and Game Code (CFGC), and leading federal and state Endangered Species Act consultations. Field work will not be a focus, however prior experience in the field will help inform the decisions made during the regulatory permitting process. To be successful in this position and be able to grow you should be an independent thinker who enjoys solving complex problems and navigating the regulatory requirements associated with large-scale restoration projects within the western region.The ideal candidate will possess strong analytical and creative problem-solving skills as aspects of this position include developing solutions for project challenges, forging strong collaborative relationships and building consensus among team members, staff, clients, and agencies.The successful candidate may provide other environmental services (such as botanical surveys, soil analyses, and California Environmental Quality Act (CEQA)/National Environmental Policy Act (NEPA) documentation preparation) depending on the expertise of the individual and potential project needs.

What your day-to-day might look like?:
70% of your time will be spent on regulatory permitting activities. You will prepare regulatory permit packages for ensuring all regulatory requirements are met, including those mandated by the CWA, Endangered Species Act, CEQA, NEPA, CFGC, and various other local, state and federal regulations. You will assist with obtaining regulatory agency approvals for RES projects; coordinate with operations staff on construction permit compliance and management; assist in management of monitoring and performance standard reporting, and support project close-out with agencies and RES project management. You will gain experience in navigating complex regulatory requirements while working with the Regulatory Manager for the West Region, including representing clients in meetings and negotiating regulatory and mitigation strategies. 15% of your time will be spent conducting site visits with clients, regulatory agency staff and RES ecologists in support of processing regulatory agency permits.10% of your time you will be expanding your skills by training with RES's staff at both the regional and national level on data analysis techniques, restoration design principles/approaches, interpretation of design plans and maps, and reporting.Intermediate level competency in technical writing and document preparation is essential.

Qualifications:
We would love to talk to you if you have many of the following:BA/BS in Wetland Ecology, Natural Resources, Botany, Wildlife Biology, or similar.3+ years of professional experience in a related field such as environmental consulting, plant or wildlife biology or regulatory permittingA broad knowledge of California's environmental resources (i.e., aquatic resources, botany, wildlife).
