ICMA provides research, content, training, technical assistance, and peer learning opportunities for more than 13,000 core members and the hundreds of thousands of other local government leaders, managers, staff, and stakeholders working to build better communities around the world. Over the years, we have worked with federal agencies, foundations and philanthropic organizations, and international donors on numerous projects that are focused on activities at the intersection of effective local government management and community improvement.
What we are looking for:
ICMA seeks governance experts in the following areas:
  • public financial management;
  • decentralization;
  • citizen engagement;
  • accountability/transparency;
  • water and sanitation;
  • climate change governance;
  • local economic development;
  • land use planning; and
  • crime and violence prevention.

Please clearly indicate your regional experience (Africa, Asia, Europe and Eurasia, Latin America and/or the Middle East) in these sectors.
Experts will be brought on as short-term technical advisors with the possibility of longer-term engagements, should opportunities become available.
What you'll do:
Candidates will support our business development team in responding to donor procurements and positioning ICMA with funder agencies. This can include conducting reconnaissance trips and contributing or leading proposal writing as well as developing marketing materials. Individuals may also provide technical and thought-leadership support to ongoing governance programs, and conduct research and analysis of governance trends and issues. Individuals may also support the development of technical and strategic documents (for example, Work Plans and Monitoring, Evaluation and Learning (MEL) Plans).

Qualifications:
  • At least 15 years of experience working in/with developing countries on decentralization and local governance strengthening programs, with a focus on public financial management, and/or decentralization, citizen engagement, water and sanitation, climate change governance, local economic development, land use planning, accountability and transparency, crime and violence prevention, and other areas.
  • Understanding of gender equity and social inclusion principles and programming.
  • Direct experience working with and/or in support of local governments to build capacity of local government personnel and systems.
  • Past experience as proposal writer or contributor to proposals for USAID and/or other donor-funded procurements.
  • Experience as Chief of Party, Deputy Chief of Party or Component/Objective Lead for USAID or other donor-funded initiatives highly desirable.
  • Experience with the development of donor-funded project work plans and MEL plans desirable.
  • Excellent writing and communication skills.
  • Fluency in another language desirable.
