Vice President, Regulatory Affairs

This position is currently a hybrid remote/in-office position. Only local residents within commuting distance will be considered at this time.

American Fuel & Petrochemical Manufacturers (AFPM) is looking for a knowledgeable and experienced Vice President, Regulatory Affairs to join our team. AFPM is a leading trade association representing the high-tech American manufacturers of virtually the entire U.S. supply of gasoline, diesel, jet fuel, other fuels and home heating oil, as well as the petrochemicals used as building blocks for thousands of vital products in daily life, from paints to plastics, space suits to solar panels, and medicines to mobile phones.

The Vice President, Regulatory Affairs will lead the AFPM regulatory affairs team tasked with developing AFPM policy on federal and state legislation and regulatory matters, developing rule-making strategies, and executing regulatory advocacy. This position will develop innovative programs to meet AFPM's regulatory objectives and provide a forum for members to discuss practical applications, exchange views, and discuss efforts in assigned areas. In addition, this role provides research and analysis on diverse industry related topics, as needed.

This is a full-time exempt position reporting to the Senior Vice President, Government Relations & Policy.

Responsibilities
The Vice President, Regulatory Affairs:

* Provides technical, regulatory, policy and administrative leadership including analysis, decision making, problem solving, action planning, and oversight for the AFPM regulatory team and multiple policy committees.
* Develops and manages annual budgets, develops internal, member and external communications on key issues/positions in collaboration with the communications team, and builds consensus positions to support advocacy strategies.
* Leads development of AFPM positions on environmental, fuel and vehicle, safety, security, and other issues for use in comments on federal and state regulatory action.
* Represents AFPM on various technical working groups and serves as staff lead for assigned committees, work groups and special projects.
* Assists in the planning and implementation of advocacy activities, including developing relationships with various governmental agencies.
* Analyzes and distributes information to stakeholders from governmental agencies and monitors the Federal Register and agency bulletin boards to track the status of regulatory activities, public meetings, proposed rules, final rules, and guidance.
* Oversees the development and execution of AFPM Environmental and Security Conferences.

Qualifications

* A BA/BS in related technical or analytical field required, MA/MS/JD preferred, or equivalent experience and expertise.
* Minimum of 10 years working within an organization or department focused on Environmental Health and Safety issues
* At least five years of fuel and petrochemical industry regulatory experience and at least five years of staff management, employee development and leadership experience.
* Superior verbal communication, interpersonal skills, and staff management skills.
* Strong research, analytical and writing skills with experience preparing technical comment letters including managing multiple commenter inputs, assessing key points, and finalizing scientific and policy documents.
* Ability to review, comprehend, and assess scientific and policy-related white papers, guidance documents, draft regulatory language, and environmental impact assessments.
* Capable of addressing and presenting issues related to climate change, air quality, water quality, process safety management regulations, and other relevant federal and state environmental statutes.
* Ability to work with others in a cooperative and collaborative manner while recognizing the need to take independent action when appropriate.
* Proven track record in working with Federal Agencies and Departments.
