Over the years, we have worked with federal agencies, foundations and philanthropic organizations, and international donors on numerous projects that are focused on activities at the intersection of effective local government management and community improvement.

The International City/County Management Association (ICMA) is seeking a Chief of Party for a future U.S. Agency for International Development (USAID) program "Climate Adaptation Activity," in the Dominican Republic. The program seeks to build climate change resilience by promoting water security and sustainable livelihoods through reduced pressures on key water sources, enhanced watershed governance, and strengthened adaptation practices of vulnerable communities.

JOB SUMMARY

• TBD (5 years, full-time position)
• The hours for the position are based on a 40-hour workweek

Hiring for this position is contingent upon funding from USAID. Dominican nationality is strongly preferred.

MAJOR RESPONSIBILITIES:

The Chief of Party will be based in the Dominican Republic and will be responsible for the technical leadership and in-country management of the project. Key job functions include:

• Manage all field aspects of technical assistance delivery, including activity design, execution, post-activity follow-up and reporting to funder;
• Manage completion of all activities and deliverables in line with approved work plan;
• Oversee operations of local office(s);
• Develop and maintain productive relationships with key local counterparts, USAID and other relevant technical assistance providers; and
• Liaise closely with home office ICMA staff to ensure effective program implementation and management.

QUALIFICATIONS:

The COP Specialist must have the following qualifications:

• A Master's degree (or higher) in a relevant sector (public administration, public policy, climate change adaptation/mitigation, environmental management)
• 8 to 10 years of experience managing donor-funded programs focused on climate adaptation, environmental management or related program, preferably in the Dominican Republic or Caribbean Region (USAID experience preferred)
• Technical expertise in one or more of the following areas: climate change; resilience; sustainability; environmental management; local governance; watershed governance/ management; environmental economics and community engagement
• Proven results-oriented team player
• Demonstrated ability to execute new initiatives and experience working on projects following adaptive management principles
• Experience supervising staff and overseeing successful project implementation
• Ability to lead and form constructive partnerships with and among local counterparts
• Exceptional communications, interpersonal, and management skills
• Oral and written fluency in Spanish and English
