Position Description: Natural & Cultural Resources Program Manager
Provide oversight of cultural resources program, assist in natural resource projects and planning at Dyess Air Force Base properties.
Primary work location will be Dyess Air Force Base in Abilene, Texas.
Full-Time, Salaried position. Approximately 40 hours per work week.
Minimum Qualifications: Natural & Cultural Resources Program Manager
Bachelor's degree in (Cultural Resources related field or Natural Resources related field)
4+ years of experience
Desired: experience working with military or government programs managing cultural resources and experience with wildlife/habitat management.
Required Skills: Natural & Cultural Resources Manager
Knowledge with wildlife management practices relevant to the rolling plains ecosystem
Knowledge on warm season grasses & grassland restoration
Proficiency in native plant identification
Knowledge on Native American Tribal Relations
Familiarity with Native American Graves Protection and Repatriation Act
Familiarity with State Historic Preservation Offices and Historic Facilities Management
Experience writing & editing integrated management plans
Experience conducting strenuous field work eg. archeological surveys, biological surveys, sight assessments
Knowledge on Cultural Resources Management eg. Historic Buildings, Native American Artifacts etc.
Ability to apply professional knowledge and skill in biological science practices, processes, and techniques
Professional knowledge and abilities applicable to a wide range of environmental physical science duties
Skills to implement, create, or modify standard practices to provide for the specialized requirements of projects
Ability to use and adapt equipment or techniques to solve a variety of complex problems
Ability to communicate effectively both orally and in writing; negotiate complex issues; and maintain good working relationships
Proficiency working with Microsoft Word, Access, Excel, and PowerPoint; Specific capabilities must include word processing, spreadsheet, database, and graphics
Ability to coordinate with the management levels, as required by DoD policies or procedures
Communicate clearly in English, both orally and in writing
Responsibilities: Natural & Cultural Resources Program Manager
Assist with projects that benefit native species on the installation as written in the installation Integrated Natural Resource Management Plan
Assist in planning and executing prescribed burns to benefit natural resources & wildfire prevention
Work closely with the installation U.S. Fish & Wildlife Service Biologist and Liaison on improving natural resources
Attend Trainings on Cultural Resource Management Practices
Manage the installation cultural resources program (ICRMP), to include annual updates
Provide training and/or supervision for assistants or interns, as needed and as assigned by the government
Coordinate and work with other agencies (USFWS, TPWD, USDA, BLM, SHPO etc)
Follow Air Force program instructions and produce deliverables according to the Air Force procedures (AFMAN, DoDI)
Provide expertise and consulting services for multiple contacts within the Air Force organization
Support Engineers and other personnel to develop, plan, program and execute Facilities, Sustainment, Restoration and Modernization projects
Perform all related administrative services required to perform unscheduled work, sustainment work (preventive maintenance), corrective maintenance and enhancement work which are not to be limited to: minor repair work, building automation or controls, and material requisitioning
Perform all quality assurance/quality control (QA/QC) related to work products and program materials
Travel around the Dyess Air Force Base properties as required
