Summary

This position is located on in the U.S. Department of Agriculture (USDA), National Farm Production and Conservation (FPAC), Natural Resources Conservation Service (NRCS), State Resource Conservationist in a State Office.

The primary purpose of the position is to serve as the Conservation Business Tools Coordinator with responsibility to provide leadership, technology development, technology transfer, and technical assistance for use of NRCS business tools in the state.

Duties

* Provides support and guidance to field, area, and state staff for common GIS applications and tasks.
* Works closely with state and area specialists and conservation partner leaders to determine the most efficient methods for implementation of technology tools.
* Adapts, modifies, and extends conventional manual and electronic procedures, tools, scripts, and applications to improve and enhance data collection, data capture, and finished map products.
* Provides training to achieve basic user skills in NRCS Business Tools for all employees with conservation planning job responsibilities.
* Performs activities including basic data development, data analysis, quality control, quality assurance, and data management as necessary.
* Trains staff throughout the State in the use of hardware, software, NRCS Business Tools, and other data collection and management devices.

TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 evel is required to meet the time-in-grade requirements for the GS-12 level. (Please submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No Award or General Adjustment SF-50's will be accepted).

BASIC REQUIREMENTS: This is an interdisciplinary position and applicants must meet one of the following educational requirements stated below to meet the Basic Requirements under the series in which they apply for this position to be considered. (You must submit supporting academic transcripts.)

BASIC REQUIREMENTS for the GS-0401:

Degree: Bachelor's or higher degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. (You must submit transcripts.)

OR

Combination of education and experience:Courses equivalent to a major, as shown above, plus appropriate experience or additional education. (You must submit transcripts.)

BASIC REQUIREMENTS for the GS-0457:

Degree: Bachelor's or higher degree in soil conservation or related agricultural or natural resource discipline such as agronomy, soil science, forestry, agricultural education, or agricultural engineering. The study must have included 30 semester hours in a natural resource or agricultural field, including at least 12 semester hours in a combination of soils and crops or plant science. Of the 12 semester hours, a minimum of 3 semester hours must have been in soils and 3 semester hours in crops or plant science. (You must submit transcripts.);

OR

Combination of Education and Experience: At least 30 semester hours in one or more of the disciplines as shown above, including at least 12 semester hours in a combination of soils and crops or plant science, plus appropriate experience or additional education. Of the 12 semester hours, a minimum of 3 semester hours must have been in soils and 3 semester hours in crops or plant science. (You must submit transcripts.)

In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered:

To qualify at the GS-12 grade level, you must meet the following:

Specialized Experience: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-11 grade level in the Federal service, performing the following duties:

* Draft maps based on spatial and attribute data or be able to transfer map data to digital format;
* Assist with training staff on computer-based geographic information systems (GIS) and global positioning systems (GPS); AND
* Make recommendations for using and/or deployment of new natural resource conservation business tools.

Note: There is no education substitution for the GS-12 level.

* This position is eligible for telework within the local commuting area of the position and other flexible work arrangements. * Physical Demands: The work is mostly sedentary. Operation of a computer keyboard and mouse for lengthy periods is required. There may be some walking, standing, bending, carrying of light items such as books, small equipment, and driving an automobile. Field work requires normal physical exertion when participating in training or resource inventory activities for project verification activities. Field work may involve walking over rough terrain in all types of weather
* Work Environment: The work is primarily performed in an office setting and involves everyday risks and discomforts typical of offices and meeting rooms. Periodic travel is needed to review and assist in field operations and provide training where there may be exposure to extremes in temperature and precipitation.
