Environmental Services Division Leader - AZ/AVP- Job Description

We are currently seeking resumes from qualified Environmental Services Division Leader - AZ/AVPs for our Phoenix, Arizona office. The role will be a key position within our company. This position is paramount to support AZTEC's continued success to provide professional and quality services to established and new clientele. The markets our Environmental Practice focuses on are: Transportation, Rail/Transit, Water, and/or Utility/Energy sectors. While this position is focused on Arizona, some overlap into other geographic areas may occur where AZTEC is pursuing and/or delivering projects. The ideal candidate brings experience providing project management and leading teams of technical or resource experts on large projects, authoring federal- and state-level environmental clearance documents, and possesses a comprehensive knowledge of and experience obtaining approvals or permits from the various federal, state, or local permitting and regulatory agencies. Superior writing and oral communication skills are a must. The position requires seeking and pursuing project opportunities, assisting in preparing proposals, assisting in preparing or reviewing teaming agreements and reviewing/negotiating contracts, and being comfortable in participating in project interviews. Strong interpersonal and team-building skills are essential.

More specific duties will include:
  • Assisting in the delivery of both ongoing projects and new projects
  • Negotiating, preparing, and reviewing teaming agreements, contracts, scopes, schedules, and budgets
  • Providing client-focused project management
  • Managing multi-disciplinary teams, including internal staff and sub-consultants
  • Preparing or leading the preparation of large complex federal and state-level environmental clearance documents and permits or other technical resource documents
  • Completing project invoicing and tracking project and division financial goals
  • Providing project status updates and reviewing quarterly division financial summaries with the Environmental Practice Lead
  • Working with Environmental Practice Lead, Business Development and/or Marketing for new project leads, visiting with clients, preparing proposals, and participating in project interviews
  • Working effectively with our internal project managers, technical leads, and group leads
  • Mentoring junior, mid-level, and senior environmental personnel
  • Providing technical leadership, oversight, and interdisciplinary coordination
  • Reviewing engineering design plans for compliance
  • Collecting, analyzing, and summarizing project data. Prepare findings and make recommendations based on analytical data, including maps, graphics, charts, tables, presentations, and written reports


Environmental Services Division Leader - AZ/AVP- Required Skills:
  • BS or BA in environmental sciences, natural resources, planning, or related fields
  • 10+ years of experience managing projects and preparing federal and state-level environmental clearance documents including technical subject matter or resource documents, and/or related project permit applications
  • Experience in Arizona and the Southwestern US for clients/owners such as ADOT, Valley Metro, US Forest Service, BLM, Department of Defense, BOR, USACE, APS, SRP, WAPA, counties, cities, or others
  • Expected travel: Arizona - 10%; other - infrequently
  • Strong project/task management skills - schedule tasks, assign resources, monitor progress, client/agency or discipline communication and coordination, monthly invoicing
  • Lead clients and teams through the complex agency or regulatory requirements
  • Excellent verbal and written communication skills, with the capacity to communicate thoughts and ideas clearly and effectively to peers, senior staff, clients, and regulators
  • Ability to lead meetings that are highly technical in nature
  • Works well independently and in a team environment
  • Knowledge of MS Office, MS Project, Bluebeam Revu, and Bentley ProjectWise
  • Delivers in office, field, and remote work environments


DESIRED
  • Master's degree in a relevant field
  • Involvement in Arizona environmental professional organizations and community
  • Alternative delivery/design-build project experience
  • Knowledge of MS Office 365, GIS, GPS, and cloud-based mobile field data collection applications
  • Contract review and negotiating experience


Working Conditions and Environment:

This position will require general supervision and will have to use independent judgment within established guidelines. Generally uses advanced knowledge to analyze, interpret, or make deductions from varying facts or circumstances. Will need the ability to establish rapport quickly with others working on the same project, and be able to promote a positive team environment. A working knowledge of dealing with a diverse population while using tact, diplomacy, and respect.
