Overview

ENVIRONMENTAL SPECIALIST (SIOP-22-0673-W):

Bowhead seeks a Environmental Specialists to join our team in providing program management support in a broad range of services to the Shipyard Infrastructure Optimization Program (SIOP) and assisting our US Navy clients in the execution of the SIOP mission. SIOP is chartered with modernizing the infrastructure at four public shipyards in Pearl Harbor HI, Puget Sound WA, Kittery ME, and Portsmouth VA.

Responsibilities

The Environmental Specialist performs environmental risk analysis studies to identify potential risks and to develop mitigation solutions. Evaluates existing operations, processes, suppliers, and assets to support implementing and maintaining an environmental policy to meet regulatory requirements. Ensures that environmental due diligence is properly supported. Manages data collection and analysis using business intelligence tools to develop risk models. Maintains knowledge of current environmental regulations. Collaborates with cross-functional teams to develop and implement response and preparedness plans to address potential environmental issues. Typically has a background in environmental science.

Job duties include but are not limited to:

Provide environmental, natural and cultural resource subject matter expertise to support management, studies, analyses, and consultations associated with SIOP requirements and objectives;
Support the planning and execution of environmental, natural and cultural resource studies and analyses necessary for the development of area development plans (ADP) at the public shipyards;
Support the development of implementation options and solutions during the ADP planning process to mitigate adverse effects to the environment, and natural and cultural resources;
Support the assessment of the environmental effects of SIOP projects to comply with regulatory requirements and optimize results in support of the SIOP integrated master schedule;
Support the development and implementation of strategies to comply with NEPA and NHPA for the execution of SIOP projects, to include consultations with DoN stakeholders and external consulting parties (e.g., USEPA, USACE, ACHP, NCSHPO, SHPOs, etc.), and mitigation strategies;
Support the NEPA planning processes for SIOP projects to ensure that the environmental review for SIOP projects complies with state and federal environmental laws, executive orders, and regulations;
Support the review of proposed actions to help ensure that decisions consider environmental effects, that environmental documents include the effects, and ensure an opportunity for public comment;
Provide expertise to help ensure SIOP projects objectively consider means to avoid, minimize, and mitigate adverse effects to the environment, and natural, historic and cultural resources;
Support the environmental review processes to enable the execution of SIOP projects on cost and on schedule;
Support the review of all categorical exclusions, environmental assessments, environmental impact statements, and other NEPA documents for SIOP projects and provide review of quality of supporting documentation; and
Provide project management support for assigned projects and tasks to include assisting in the development of plans of action and milestones (POA&M) which clearly communicates required project goals, elements, timelines, and resources
Perform other duties as assigned.

Qualifications

Bachelors Degree required
4 plus years (4+) years professional experience providing and planning environmental, natural and cultural resource plans
Must be able to multi-task, manage priorities and work independently with little direction
Ability to communicate effectively with all levels of employees and outside contacts.
Strong interpersonal skills and good judgment with the ability to work alone or as part of a team

SECURITY CLEARANCE REQUIREMENTS: Must be able to obtain a security clearance at the Confidential level. US Citizenship is a requirement for Secret clearance at this location.

Physical Demands:

Must be able to lift up to 25 pounds
Must be able to stand and walk for prolonged amounts of time
Must be able to twist, bend and squat periodically
