About the Office:

The Mayor's Office of Climate and Environmental Justice (MOCEJ) is a team of architects, lawyers, data and climate scientists, engineers, policy advisors, geologists, and city planners working to create a city where our 8.8 million New Yorkers can live, work, learn, and play in healthy, resilient, and sustainable neighborhoods. About the Role:

In 2019, NYC passed the Climate Mobilization Act, a suite of groundbreaking laws to dramatically reduce carbon emissions from New York City buildings. The centerpiece, Local Law 97, requires buildings larger than 25,000 square feet to meet greenhouse gas emissions limits starting in 2024. By 2030, this law is expected to reduce cumulative emissions from large buildings by at least 40% citywide through building retrofits. The Deputy Director for Resilient & Efficient Buildings will lead the City's efforts to drive the built environment to unprecedented decarbonization, energy efficiency and resiliency standards. This position reports to the Executive Director of MOCEJ as a key member the leadership team, will manage a team of 6-8 staff, and work closely with city agencies, the Office of Management and Budget, the private sector, and contractors to transform NYC's building stock, and set a tone of leadership for cities and states.

Responsibilities include, but are not limited to:

  • Lead the development and implementation of policies and programs to decarbonize and enhance the resilience and energy efficiency of the city's buildings, ensuring collaboration that advances the City's climate and environmental justice goals.
  • Work closely with the Department of Buildings, the Department of City Planning, the Department of Design and Construction, the Housing and Preservation Department, and other relevant agencies to develop and integrate climate-forward policies into the city's building code, energy code, planning and zoning laws, and other development regulations.
  • Coordinate and drive project collaborations and develop and maintain trust with external organizations and stakeholders, and Federal and State partners as needed and as appropriate.
  • Lead and support direct reports, ensuring their professional development, including planning, directing, and evaluating the work of staff and consultants in the delivery of key milestones and initiatives.
  • Provide strategic direction and broad operational, administrative, and programmatic guidance to the Executive Director, MOCEJ teams, and agencies, as appropriate, and work to ensure sustainable funding for MOCEJ work
  • Provide staff leadership, policy interpretation, and guidance on broader MOCEJ portfolio.
  • Engage in collaborative problem-solving with delay and implementation challenges as they arise.
  • Represent MOCEJ internally and externally.
  • Represent the Executive Director and the Mayor at meetings, public forums, conferences, City Council and other government hearings, and other external engagements as
  • Bring diversity, equity and inclusion lens to the work; and
  • Assist with special projects as needed, and lead other duties, as assigned.

Qualifications:
  • Graduate degree and/or at least ten (10) years of full-time relevant professional experience in a field related to this position
  • Background in city or regional planning, engineering, construction, asset management, or finance is essential, in addition to at least two of the following: an understanding of building decarbonization, energy efficiency and electrification policies and politics in urban settings, experience with affordable housing development, planning or financing, and/or experience with and high-performance building design, standards or advocacy.
  • Knowledge of New York City, Federal or State governmental structure is a must, while knowledge of Federal and State building codes and sustainability policy is an advantage.
  • Attention to detail and excellent organizational skills, which include but are not limited to the ability to manage complex projects, coordinate multi-faceted programs, and maintain control of analytical details while balancing large-scale program objectives and shifting political conditions and priorities.
  • Demonstrated experience managing interactions with senior leadership to achieve program goals.
  • Demonstrated experience in staff management and development is a must.
  • Ability to gain the support of public and private stakeholders and a commitment to prioritizing partnerships with community organizations in neighborhoods historically impacted by housing-related social, economic, and health burdens.
  • Excellent communication and interpersonal skills, particularly in terms of creating, directing and translating rigorous, defensible public policy models into transparent conclusions that can be easily explained and understood by the public.
  • New York City government work experience: or relevant technical, consulting or business background is a plus.
  • Willingness to travel, and work after hours or on weekends, as required.
