Environmental Specialist II (TMDL Nonpoint Source and Data Coordinator)
P4437 - Harrisonburg or Salem, Virginia
Hiring Salary Range: $50,811 - $85,988
We are seeking a qualified applicant to provide support for DEQ programs involving watershed planning, nonpoint source (NPS) pollution reductions, NPS data management and reporting, NPS grant management, stakeholder engagement, NPS controls/best management practices, agricultural cost-share, watershed modeling, Total Maximum Daily Loads (TMDLs), and the general development of GIS data layers and databases. One position will be located in Salem or Harrisonburg, Virginia and the other position in Richmond, Virginia. This position supports data management for the statewide NPS program and coordinating NPS implementation activities within specific areas of the state. This position also provides data management and database expertise in coordinating the tracking and reporting of NPS pollution control measures implemented each year and performs and coordinates data entry into USEPA databases. This position will manage NPS grants to install best management practices by working with grantees and stakeholders, including budgeting tracking, practices approval, processing of quarterly progress reports and reimbursement requests from grantees. This position will also develop NPS implementation plans through a stakeholder-driven process and coordinate stakeholder engagement by working with watershed roundtables, Soil and Water Conservation Districts, and other entities.

The Virginia Department of Environmental Quality, Valley Regional Office is seeking a qualified candidate to serve as a Water Permit Writer to review VPDES permit applications and permit related operation/design submittals for applicability and completeness, and to develop and write, in a timely manner, enforceable VPDES permits which are technically and procedurally accurate in accordance with applicable laws, regulations, and guidance; to provide recommendations and technical support for approval of facility design and operation documents; and to provide technical support for permit related compliance and enforcement actions by working with clients to resolve issues efficiently, openly, fairly, and consistently.
