Environmental Specialist II (TMDL Nonpoint Source and Data Coordinator)
P4406 - Richmond, Virginia

We are seeking a qualified applicant to provide support for DEQ programs involving watershed planning, nonpoint source (NPS) pollution reductions, NPS data management and reporting, NPS grant management, stakeholder engagement, NPS controls/best management practices, agricultural cost-share, watershed modeling, Total Maximum Daily Loads (TMDLs), and the general development of GIS data layers and databases. One position will be located in Salem or Harrisonburg, Virginia and the other position in Richmond, Virginia. This position supports data management for the statewide NPS program and coordinating NPS implementation activities within specific areas of the state. This position also provides data management and database expertise in coordinating the tracking and reporting of NPS pollution control measures implemented each year and performs and coordinates data entry into USEPA databases. This position will manage NPS grants to install best management practices by working with grantees and stakeholders, including budgeting tracking, practices approval, processing of quarterly progress reports and reimbursement requests from grantees. This position will also develop NPS implementation plans through a stakeholder-driven process and coordinate stakeholder engagement by working with watershed roundtables, Soil and Water Conservation Districts, and other entities.

Environmental Specialist II (Nonpoint Source Project Coordinator) - P4496

The Department of Environmental Quality's Office of Watershed Programs seeks two qualified applicants to serve as Nonpoint Source Project Coordinator. This position coordinates project management, financial management, data management, and public outreach to implement watershed clean-up plans. The incumbent is responsible for the development, coordination, and tracking of implementation projects that address nonpoint source pollution in impaired waters and are supported by state and federal funding sources across the Commonwealth. The position leads the development, issuance, and review of requests for applications for grant awards and projects, and is responsible for planning and tracking grant deliverables in coordination with other DEQ staff (including regional office and procurement staff), other state agency staff, and grantees. The incumbent supports communication of implementation progress and success stories through data analysis, reports, maps and presentations. Other duties include developing and maintaining program guidance and procedures for data entry, data quality control, and grant compliance tasks such as reporting, invoicing, Best Management Practice compliance and water quality monitoring requirements.

Environmental Specialist II (Hazardous Waste Inspector) - P0533

The Department of Environmental Quality, Division of Land Protection and Revitalization, is seeking a qualified candidate to assess facility compliance with the Virginia Hazardous Waste Management Regulations by planning, scheduling, and conducting inspections of federally owned/operated facilities throughout the Commonwealth. The incumbent will review applicable facility documents and onsite hazardous waste management practices and prepare through, high quality inspection reports. Additionally, the incumbent will prepare enforcement referral documents and follow up on violations to assure facility return to compliance. The position will also provide technical support to DEQ staff, the regulated community and the public by communicating technical and regulatory information and providing advisory assistance with hazardous waste questions and regulatory requirements.

Environmental Specialist II (Hazardous Waste Permit Writer/Inspector) - P0964

The Department of Environmental Quality's Land Protection & Revitalization Division is seeking a qualified candidate to review and process hazardous waste management facility permit applications, permit modification requests, closure plans, closure reports, and permit related workplans and reports and conduct hazardous waste inspections efficiently and within established timeframes. The position ensures high quality documents are developed and in accordance with technical requirements, best engineering practices, established guidelines and policies, and applicable laws and regulations. The position works with DEQ staff and facilities to resolve contested regulatory and technical issues efficiently, openly, fairly, and consistently. Additional duties of this position include meeting with applicants and/or consultants to discuss and explain regulatory and technical requirements and performing pre-permitting and/or follow up inspections after construction.
