This is an exciting opportunity to join an integrated team of technical experts across the environment, health, and population sectors working in diverse geographies to design people-centered solutions that build resilience, protect biodiversity, and address barriers to inclusive growth and development. Position Overview
PRB seeks to recruit a well-qualified Senior Director to provide technical leadership on a number of anticipated projects in PRB's population and environment portfolio, including a large USAID-funded global project, with a preferred regional focus on West and Central Africa. The role will provide high-level technical expertise in current issues related to climate change and the environment, including but not limited to knowledge of current national, regional, and global trends in climate adaptation and resilience, biodiversity conservation, forest and land use management, and energy. The role will work closely with PRB staff implementing projects that focus on supporting global, regional, national, and subnational policy decisionmakers to adopt integrated, evidence-based solutions to key development challenges and strengthening the capacity of local civil society organizations to advocate and hold decisionmakers accountable for improved outcomes. The Senior Director will support PRB's work across development sectors, including climate change and the environment, to advance greater policy and financial investment in health outcomes such as rights-based family planning and reproductive health as cross-cutting development and climate solutions. There will be a robust emphasis on integrated programming solutions, particularly reaching actors in the climate and environment sectors. The senior advisor will serve as a member of the management team for at least two projects. This position is contingent on the anticipated projects being awarded.
Roles and Responsibilities
Technical delivery and thought leadership
Designing and delivering technical contributions on climate change, environment, and biodiversity programs, working in collaboration with experts from these and other sectors.
Contribute to external thought leadership on key climate and environment issues, including engaging global and regional institutions and multilateral decisionmaking bodies and funds such as the UNFCCC, the Green Climate Fund, the Adaptation Fund, IUCN, REDD+, as well as regional and country government and civil society stakeholders.
Provide strategic technical oversight to project implementation including overseeing work of project consortium partners and providing strategic guidance to align activities with project outcomes and theory of change.
Contribute innovative ideas that support actors across multiple sectors (health, education, economic development, finance, and others) to integrate climate action and equity across all development programs.
Contribute innovative ideas that help key climate actors and decisionmakers integrate health solutions, especially investments in reproductive health, in climate adaption and resilience programs.
Provide a strategic liaison to key government decisionmakers and implementing partners on country-level activities aimed at integrating demography and reproductive health data into environmental management, land use planning, and energy sectors.
Project management
Providing technical leadership, oversight, strategic direction, and definition of appropriate project activities.
Provide technical leadership to the development of project strategic plans, work plans, product plans, and project monitoring.
Work closely with Project Directors to set project priorities and directions and respond to requests for support from other awards and donors.
Directly supervise senior project staff and others as assigned; develop clear and achievable objectives, evaluate performance against objectives, mentor, and provide corrective guidance as appropriate.
Growth and strategy
Support growing PRB's business in the climate change and environmental sectors, including building PRB's internal capacities and networks in key spaces around topics such as climate-induced migration, gender and climate, and other related topics.
Act as technical lead on designing and drafting inputs to strategic bids
Identify emerging trends and spaces where PRB can provide value and build a strong partner network to pursue new opportunities as they arise
Build and maintain relationships with key stakeholders on technical climate and environment issues
Requirements
A minimum of 10 years' work experience in any combination of climate policy and finance, climate adaptation and resilience, biodiversity conservation, deforestation, land use planning, energy, or other related sectors
An advanced university degree in climate- or environmental management-related sectors.
Extensive experience in low- and middle-income countries managing programs, research, and/or policy assistance to governments and other partner institutions.
Experience in francophone West and Central Africa, especially the Democratic Republic of the Congo and/or the Sahel preferred.
Demonstrated technical leadership in one or more priority areas:
Design and or delivery of programs centered on strengthening climate adaptation and resilience for local communities
Identifying and assessing climate risks facing key sectors (e.g. transportation, urban development, job markets, etc.) and developing integrated programming solutions to build resilience or adapt to unavoidable impacts.
Designing and implementing projects on climate and environmental governance to create sustainable economic development and growth
Developing climate finance models and instruments to support risk management, mitigation, poverty reduction, economic development, and growth
Demonstrated international thought leadership.
Strong ability to collaborate and build partnerships with host country governments, U.S. government agencies, implementing partners, donor agencies, international organizations, and the private sector.
Strong initiative and proactive responsiveness to address problems and generate and implement solutions.
Outstanding English oral and written communication skills are essential. French language strongly preferred.
Ability to communicate effectively and high comfort level writing and presenting data and information in a compelling way to difference audiences.
Flexibility to travel and to work overseas; experience living or working in developing countries preferred. Position can be based in one of PRB's offices Washington, D.C., Nairobi, or remotely from Europe, Africa, or Asia.
