Become a Wetlands Regulatory Senior Advisor at Southern California Edison (SCE) and build a better tomorrow. In this job, youll serve as a program/project manager and technical expert within the Environmental Services Department (ESD) focusing on wetlands protection laws, regulations, and policies, including the Clean Water Act (404 and 401), Porter-Cologne Water Quality Control Act, and Fish and Game Code (1600). You will represent SCE through direct engagement and coordination with federal and state resource agencies including the U.S. Army Corps of Engineers (USACE), State Water Resources Control Board (SWRCB) and/or Regional Water Quality Control Boards (RWQCB) and the California Department of Fish & Wildlife (CDFW) to ensure compliance with applicable water quality protection regulations.

In this role, you will manage and communicate wetlands programmatic strategies to various project-stakeholders and lead the Wetlands Section development and permitting outcomes to support SCE environmental compliance. You will be responsible for environmental analysis, provide leadership to facilitate environmental strategy, and ensure process consistency between multiple projects/programs. In addition to program management, you will be part of complex projects which includes collaboration with subject matter experts and project management and addressing emergent permitting challenges. You will also lead cross-functional teams to ensure the effective implementation of the environmental process in collaboration with program stakeholders. You will address issues and solve problems to advance programs and provide on-time and on-budget program delivery while maintaining environmental compliance.

  • Oversee program requirements and develop strategies that effectively manage compliance risk and minimize environmental impacts.
  • Manage, document, and communicate program budget, risk management, and operational performance as related to overlapping regulations and business priorities.
  • Act as the lead wetlands regulatory subject matter expert on any assigned program/project answering technical and policy related inquiries.
  • Provide guidance and strategies on day to day operation to SMEs and consultants
  • Interact regularly with Operations, Law, Agency Relations, Enterprise Risk Management, and the Environmental Services Department management to provide innovative program strategies and recommendations for ensuring environmental compliance and driving the resolution of regulatory enforcement issues.
  • Develop key agency relationships and represent SCE in agency negotiations during external engagement efforts, such as the development of programmatic permits and/or enforcement actions.
  • Lead the collaboration with other utilities and/or industry groups to support legislative action, policy changes and agency engagement.
  • Develop new and optimize existing corporate standards, procedures, and guidelines company-wide to ensure consistency, standardization, and the implementation of enhanced environmental compliance controls.
  • Direct multi-disciplinary technical teams and external consultants to perform environmental analysis supporting program/project development, permitting, and implementation.
  • Oversee cross-functional teams to address environmental challenges and solve problems to advance complex projects.
  • Participate in root cause analysis when environmental events occur on projects related to the area of responsibility (AOR), and may recommend additional programmatic controls based on findings, implement changes and partner with Operations to embed and socialize improved, sustainable controls in their processes and procedures.
  • Provides strategic guidance and direction on short and long-range issues.
  • Develop and optimize new and existing creative strategies in collaboration with Operations and outside regulatory agencies.
  • Provide project compliance oversight and as needed, conduct site assessments, and attend job walks.
  • Analyze and interpret wetlands regulatory changes for potential operational impacts and provide guidance to SCE organization units.
  • Develop, support and lead training sessions for SCE organization units.
  • Support on-call emergency response on a rotating basis throughout the year.

Qualifications

The essentials
  • Ten (10) or more years of experience performing complex environmental or regulatory analyses, consulting, and/or compliance implementation.
  • Experience supporting and/or leading large/complex projects in wetlands resource discipline.
  • Four (4) or more years of experience in environmental compliance and permitting work related to water quality and wetlands in relation to CA Fish and Game Code (1600) and/or U.S. Clean Water Act (401/404).
  • Experience working with state and/or federal resource agencies, the ability to interface effectively with these agencies.

The preferred
  • Bachelor's Degree or higher in Biology, Environmental Sciences, Hydrogeology, Natural Sciences, or a related field.
  • Experience in regulatory permitting in California (including: USACE, RWQCB, and CDFW).
  • Experienced jurisdictional water and wetland delineator.
  • Experience using ArcGIS, Google Earth, or similar.
  • Experience in effectively managing business risks and identifying new and existing opportunities to minimize operational impacts.
  • Experience interfacing with technical and non-technical audiences to include peers, clients, and contractors.

  • Workmode: When a return-to-office date has been determined, this positions work mode is hybrid . The employee will report to an SCE facility for a set number of days with the option to work remotely on the remaining days. Unless otherwise noted, employees are required to reside in the state of California. Further details of this work mode will be discussed at the interview stage.
