The State and Local Government practice works with public sector entities across the United States on addressing their most critical issues. Our services span strategy, management, technology, grants management and risk consulting solutions. Through our consulting services on some of our client's most important government and public policy issues, we are mission-driven on creating positive impact affecting society and communities. We are recruiting for an Applied Research Manager to join our State and Local Government practice. This a new role focused on developing Guidehouse's perspectives, and advancing the market understanding, on a range of strategy and policy issues affecting the social, environmental and economic vibrancy of cities, regions and states. The role will primarily involve the creation of thought leadership (e.g., position papers, white papers, indices, conference memos, op-eds, and blogs) relevant to Guidehouse's clients in the public sector. The successful candidate will work with our consulting teams to understand our solution offerings and develop that into reproducible frameworks and insights for a wider audience. The successful candidate will also be adept at defining research scopes for new topic areas, undertaking secondary research, and independently producing thought leadership suitable for executive audiences within challenging timelines (often within 3-4 weeks). The successful candidate will also demonstrate strong project and people management skills to manage a small team of supporting consultants and coordinate with both consulting and marketing teams. Required:Curiosity in the role of government and responsibilities of the public sector.Possess a strong understanding of challenges facing state and local government e.g., Federal stimulus, housing, urban transformation, cities, policing, climate change, mobility, organizational effectiveness, infrastructure, social determinants of health, digital equity etc.Ability to define, lead, and manage multiple tasks within a workstream as part of a research assignment. Proficiency in core research and narrative development skills:Baseline assessments and secondary research.Stakeholder interviews.Business modelling and analysis; strong numerical reasoning and quantitative skills, building complex time series-based Excel models.Hypothesizing solutions frameworks.Synthesizing multiple inputs into coherent insights across a variety of formats; slide decks, playbooks, position papers, white papers, indices, conference memos, blogs and toolkits.Competencies include:Outstanding written narrative-development and storytelling skills, with the ability to summarize and convey key insights from analyses to senior audiences.Ability to be self-directed, anticipatory and responsive.Collegial team player who can work within a small, motivated team of diverse professionals.Desired:Functional experience in at least one of the following areas desired, but not required:Familiarity with statistical inference methods.Proficiency with urban data science analytical techniques and familiarity using multiple public datasets including BLS, BEA, NAICS data, ACS and other geographically-defined socioeconomic datasets.Proficiency with input-output or general equilibrium economic modelling tools such as Esmi, IMPLAN or REMI.Proficiency with Stata, R, Python and other programming languages.Proficiency with data visualization techniques, such as with Tableau. Required: At least 5 years of relevant experience in either consulting, research, thinktanks, academia or journalism.Bachelor's degree. Preferred: Master's degree in Public Policy, Government, Political/Social Science, Information Systems, Operational Research, Management, International Development, Economics, Urban Science and/or related fields.
The salary range for this role is $125,000 - $145,000 may vary based on experience and location.The successful candidate must not be subject to employment restrictions from a former employer (such as a non-compete) that would prevent the candidate from performing the job responsibilities as described.
