ENVIRONMENTAL SPECIALIST II (Surface Water Withdrawal Permitting Team Leader) - P1084
Richmond, Virginia
The Department of Environmental Quality's Water Withdrawal Permitting Program is seeking a qualified candidate to provide managerial, technical, and programmatic oversight by working with the permit writing staff to develop sound and consistent regulation based surface water withdrawal permits and recommendations for the Water Withdrawal Permitting Program. The team lead will ensure that the Virginia Water Protection (VWP) Surface Water Withdrawal Permits and applications are in compliance with all applicable laws, regulations, policies and procedures. Responsibilities will include evaluating water withdrawal applications, assist with identifying and modeling resource impacts, prepare and review draft permits, and manage and maintain all data entry and data management requirements of the program. The VWP team leader will ensure all programmatic timelines and deadlines are met and strategic goals achieved. ENVIRONMENTAL SPECIALIST II (Groundwater Characterization Geologist) - P4540
Henrico, Virginia
The Division of Water Planning, Office of Water Supply, Groundwater Characterization and Monitoring Program is seeking a qualified candidate to collect, analyze, and interpret data to understand where groundwater is present and in what quantity and quality. The successful candidate collects and evaluates data from drill cuttings and other geological samples during intensive field operations, including mud rotary drilling, primarily in the Coastal Plain of Virginia, including the Eastern Shore. Prepares detailed, accurate geologic logs. Interprets hydrogeological data and geophysical logs to characterize local and regional hydrostratigraphy. Operates GPS and surveying equipment to collect high-precision coordinates and elevation data. Manages electronic data and physical inventory. Provides project oversight and management to complete State Observation Well installation associated with implementation of groundwater withdrawal permit special conditions. Provides Agency oversight of drilling, geophysical logging, downwell camera surveys, and other permit-required field operations. Communicates effectively with permittees and contractors. Collects groundwater data from Agency's network of State Observation Wells. Ensures that established operating procedures are followed and data collected appropriately, on schedule. Enters data into USGS GWSI Aquarius system, reviews data entered by other staff, and processes the data to develop final copy for approval. Evaluates available hydrogeological data to determine trends in groundwater use, groundwater levels, and groundwater quality. Installs real-time monitoring equipment and performs routine maintenance and upkeep on assigned groundwater wells to ensure that sites are secure and do not pose a threat to public safety or Agency personnel. Oversees the operation and maintenance of scientific equipment (Satlink transmitters, pressure transducers, DCP transmitters, encoders, GPS, antennas, and solar collection power system) on assigned groundwater wells. The Department of Environmental Quality, Blue Ridge Regional Office (BRRO), is seeking a qualified individual to provide permitting support for the DEQ's New Source Review and Title V Programs while providing support to the Air Compliance section of the DEQ. DEQ is tasked with carrying out the Clean Air Act and the Air Pollution Control Law of Virginia. This person will aid in the DEQ's goal of protecting the citizens of the Commonwealth by ensuring that all air pollution sources in Virginia are properly evaluated and permitted in accordance with both State and Federal Regulations. This position will review progressively more complex permit applications for regulatory applicability and draft appropriate air emissions permits preparing all necessary documents in a timely manner, with technical, regulatory and procedural accuracy, employing appropriate engineering practices and calculations, pollution control considerations, regulatory standards, and, where applicable, consideration of pollution prevention approaches. Provide progressively more technical and administrative support to DEQ personnel and the public. Participate in public outreach, meetings and hearings, as appropriate. Assist with special assignments, as needed. Assist compliance and enforcement staff, as skill level appropriate, with permit conditions, technical issues and air quality regulations. The Blue Ridge Regional Office is seeking a qualified applicant to fill the position of Enforcement Specialist. This position is responsible for individual case enforcement primarily in the Waste, Water and Air programs. On assigned cases, conducts investigations to determine appropriateness and defensibility of charges; conducts site visits and file reviews. Interacts with regulated parties, industry consultants, agency compliance staff, and agency permitting staff to determine enforcement goals and strategy. Prepares Enforcement Recommendation Plans and drafts Consent Orders or other Compliance Agreements for review by management, and negotiates settlement of the approved enforcement action with regulated parties. Prepares referrals for agency administrative proceedings, hearings, or other enforcement alternatives. Routinely responds to inquiries by the media, public, or other agencies concerning assigned cases.
