General Description and Classification Standards

Assists with the direction of the City's water quality laboratory. Provides operational management of lab operations by organizing work, overseeing daily activities, and ensuring complying with regulatory requirements. Interacts with other Watershed leadership to promote appropriate water treatment and water quality for the City. Manages a staff of chemists, microbiologists and lab technicians.

Essential Duties & ResponsibilitiesThese are typical responsibilities for this position and should not be construed as exclusive or all inclusive. May perform other duties as assigned.
  • Manages activities of the Microbiology and Chemistry labs and the Water Quality Field Operation
  • Oversees timely and complete extraction, testing, and analysis of water samples.
  • Based on results, targets areas requiring flushing and trouble shooting.
  • Monitors reports on progress.
  • Provides operational guidance and back-up to staff.
  • Selects, trains, supervises, coaches and develops lab employees.
  • Addresses employee relations issues and conducts performance reviews.
  • Recommends policy and process improvements to enhance lab operations.
  • Works with the water treatments plants to ensure water quality.
  • Ensure generation of Legally Defensible data.
  • Ensure compliance with regulatory programs assigned.
  • Ensure water quality is maintained throughout distribution system.
  • Address customers needs thoroughly, professionally, and quickly.
  • Regulatory compliance measured by collecting and analyzing the correct number and types of samples.
  • Service level agreement measures respond to customer water quality inquiries within 36 hours.
  • Acts as one voice liaison with treatment plants.
  • Drives timely resolution of distribution system analogies.
  • Consults with contractors and engineers to ensure adherence with City Guidelines for main installations.
  • Provides input to lab budget development (e.g. potential lab capital needs).
Leadership Provided

Has managerial authority over a group of chemists, microbiologist and lab technicians with multiple intermediate lab supervisors.

  • Knowledge of theories, principles, practices, and procedures used in chemical, microbiological and bio-chemical analyses; of chemical and microbiological analysis and laboratory testing methods, techniques and procedures
  • Knowledge of state and federal requirements for water quality and standards for water testing; knowledge of water system operation; of laboratory safety.
  • Knowledge of administrative and management principles, methods, practices, and techniques.
  • Skill in managing and coaching chemists and managers.
  • Ability to lead a team of people to achieve target results.
  • Project and time management skills.

  • Verbal and written communication skills.
  • Ability to prepare comprehensive reports and presentations.
  • Ability to collaborate to solve problems.


Minimum Qualifications - Education and Experience
  • Bachelor's degree in chemistry or microbiology or a closely related field.
  • 5 years of experience as a professional level water chemist and/or lab manager.
  • Experience with distribution systems.
  • Two or more years of experience in supervision, project leadership, or quality review.
Preferred Education & Experience
  • Master's degree in chemistry or microbiology
  • 3 years' managerial experience over a staff of water chemists and lab techs.
Licensures and Certifications

State water distribution license and state drinking water lab license required within 6-12 months of hire.
