SUMMARY

The Cloudburst Group is a unique small business working at the intersection of domestic and international development to support government programs that benefit low income and vulnerable populations. Our Housing and Community Development (HCD) practice supports the work of state and local government agencies who receive federal funds from the U.S. Department of Housing and Urban Development (HUD).

We have an exciting opportunity for an Environmental Review Analyst to join our HCD practice. Cloudburst has a growing portfolio of environmental review technical assistance projects with state, local, and federal government clients. This position would work directly with HUD grantees and with HUD's Office of Environment and Energy to improve HUD grantees' capacity to complete the environmental review process.

RESPONSIBILITIES

This position will support the successful completion of environmental reviews by providing technical assistance and support to grantee staff and consultants. The position will require flexibility, self-motivation, and the willingness to work and collaborate in remote settings. Specific responsibilities may include but are not limited to:
  • Responding to questions submitted online through HUD Exchange ask-a-question regarding environmental review requirements or the use of HUD's online environmental review reporting system HEROS
  • Assisting local jurisdictions as they prepare environmental reviews, develop environmental review policies and procedures, and provide environmental review training
  • Supporting the development of tools and products such as written guides or recorded videos and webinars.
Requirements:
  • Minimum Bachelor's degree in a related field, advanced training, or equivalent experience and at least six years of related experience or a Master's degree in a related field with at least two years of related experience
  • At least two years of direct experience with NEPA Environmental Assessments and HUD's Part 58 and Part 50 environmental review processes
  • Experience using EPA geospatial tools and mapping applications, in addition to web based GID applications such as ArcGIS Online
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint, Teams, SharePoint), Google Apps (Gmail, Chat, Meet, Drive, Docs, Sheets, Slides), other remote collaboration and communication tools (Dropbox and Zoom), and project management tools such as Asana.
  • Ability to prioritize concurrent tasks while working under strict deadlines in a fast-paced environment
  • Exemplary interpersonal skills and ability to work on remote and in-person teams
  • Willingness to learn new skills and programs
  • Excellent oral and written communications
  • Experience with HUD's Environmental Review Online System (HEROS) would be a plus.
