*Job Announcement*

Under the direction of the Operations Branch Chief, manages the daily operational activities in a 67 Million Gallons Per Day Advanced Wastewater Treatment Plant and general administrative requirements of 48 plant operator on four rotating shifts in compliance with Clean Water Act and Clean Air Act regulations. Assesses, recommends, and implements business operations improvements in regulatory documentation, consumables costs, workforce deployment, and treatment process performance. Reviews and approves all facility outages for maintenance and construction outages. Serves as subject matter expert on plant operations and serves in an acting capacity as Operations Branch Chief, in the branch chief's absence. Subject to working in adverse weather conditions and may be exposed to raw waste or environments generating methane gas.

*Note*: Positions within this classification are considered essential to the maintenance and continuity of core county operations during the activation of an emergency or critical incident.

* Analyzes and evaluates public works/environmental services field operations and technical services;
* Develops, recommends and implements long-term and short-term improvements in operations;
* Reviews, analyzes and evaluates the effective use of the field operations or technical services branch's resources and makes recommendations to Branch Manager to improve organizational productivity and/or levels of service;
* Identifies and uses proper business metrics to form the basis of recommended organizational changes or adjustments that need to made to improve services/operations;
* Collects, measures, monitors, and analyzes business operations/levels of service to ensure efficiency, effectiveness and value of services and makes recommendations for improvement;
* Plans, conducts and/or oversees studies or research activities to ensure field operation/technical services program quality; determines unmet needs and makes recommendations to ensure effectiveness of existing programs;
* Supervises/leads professional and paraprofessional employees;
* Reinforces a safety culture and continually seeks to expand safety knowledge through training, mentoring, self-study or other methods of continuous learning;
* Clearly communicates safety expectations;
* Resolves safety-related issues in a timely matter;
* Complies with safety competencies.

* Considerable knowledge and through understanding of relevant public works/environmental services field operation/technical services business operation/organization (e.g., wastwater treatment, air pollution control, erosion/sediment control, environmental remediation, stormwater or solid waste collection, recycling and/or disposal as well as the environmental, social, and economic issues associated with these disciplines);
* Considerable knowledge of mission, goals, and objectives of public works and environmental services department;
* Knowledge of Federal and State Environmental Regulations;
* Knowledge of the principles, practices and methods of financial management, budgeting and accounting, and the ability to apply them to make good business decisions;

Graduation from an accredited college or university with a bachelor's degree in environmental sciences, engineering, construction management, or a related field; plus four years of experience in an environmental, engineering or construction management program.

*CERTIFICATES AND LICENSES REQUIRED:*
* A valid driver's license.
* A Class I Wastewater Treatment Operator's certification issued by the Commonwealth of Virginia.
* Confined Space Training Certificate within 12 months of hire.

*NECESSARY SPECIAL REQUIREMENTS:*
The appointee to this position will be required to complete a criminal background check, driving record check, and a medical examination to the satisfaction of the employer prior to appointment.

The appointee to this position will be required to be available twenty-four hours a day/seven days a week (24/7) to respond to snow, flooding, and other designated emergencies on an as needed basis.

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. New employees who obtain an exemption from the vaccine mandate for medical or sincerely held religious beliefs may be subject to a weekly testing requirement. Vaccinated employees and employees with a medical or religious exemption will complete the attestation online on their first day of employment or shortly thereafter.

*PREFERRED QUALIFICATIONS:*
Experience working in a supervisory position in a Class I wastewater treatment facility; experience using computers; good verbal and written communication skills; mathematical skills; experience using mechanical tools and making mechanical repairs.

*PHYSICAL REQUIREMENTS:*
Ability to climb steps and ladders, walk on variety of surfaces such as uneven terrain and grating. Ability to work in diverse and extreme environment including all weather conditions, extreme heat, extreme cold and small confined spaces. Must be able to bend, stoop, and work in tiring and uncomfortable positions with the ability to lift 50 pounds. All duties performed with or without reasonable accommodations.
