General Summary:

This position is responsible for planning, establishing, implementing and maintaining all environmental, Department of Homeland Security (DHS) and Department of Transportation (DOT) programs at the site to insure compliance with all federal, state and local regulations. This role reports to the EHS Manager and acts as a back up to the EHS Manager in their absence.

Major Responsibilities:

I. Leadership Responsibilities

·
Responsible for providing to their work team and contractors all job-related Safety training, and for ensuring team compliance with all safety policies and procedures. Personally complies with all safety policies and procedures.

·
Ensures that all subordinates receive a general orientation, initial training, job specific training and refresher training relative to the hazardous chemicals they may handle in the course of performing their jobs.

·
Responsible at all times for promoting a safety culture and environmental awareness within the facility. Support and enforce all plant policies and procedures in a fair and consistent manner.

·
Maintain a clean work environment

II. Assure the plant complies with all applicable federal, state and local environmental, DHS and DOT laws and regulations. Adhere to both Company and industry guidelines as well as best management practices. Manage the plants environmental permits and programs as follows:

a. Responsible to keep all permits, programs, plans and associated documents, submissions and required tasks current including but not limited to:

TCPA/PSM Aerosol Program

·
Discharge Prevention Containment & Counter Measure (DPCC) Plan

·
Spill Prevention, Control, and Countermeasure (SPCC) Plan

·
Stormwater Pollution Prevention Plan (SWPPP)

·
Emergency Response Plan (ERP)

·
Risk Management Plan (RMP)

·
Hazardous and Non-Hazardous Waste Management Plan (Large Quantity Generator)

·
Chemical Reporting Management - SARA Title III/RTK

·
Department of Homeland Security (DHS) Security Assessment

·
Department of Transportation (DOT) shipping program

·
AST (above ground storage tank) programs

·
Pesticide Use Registration

·
Industrial Alcohol User Registration

·
Fire Safety Registration

·
Air Permits

·
Water Permits for usage and discharge

b. Evaluate impact of changing plant products and equipment on environmental permits and programs

c. Prepare, submit and track new and modified permit applications through approval

d. Responsible for permit monitoring and reporting requirements

e. Main point of contact on internal and external environmental audits

f. Responsible for resolution of Notice of Violations in all Permit programs

g. Ensure training programs for all employees meets the needs of the environmental plans

III. Conduct and/or coordinate routine site environmental audits and environmental compliance activities including, but not limited to:

a. Inspections (SPCC inspections, hazardous waste inspections, DPCC inspections, etc.)

b. Monitoring (NPDES/wastewater discharge sampling, air emissions tracking, water consumption, etc.)

IV. Manage the Aerosol Process Safety Management/TCPA Risk Management Plan including:

a. Ensuring compliance to programs

b. Training completion for all operators, affected employees and contractors

c. Consultant management for plan reviews/revalidations and assessments

d. Liaison with New Jersey Dept. of Environmental Protection (NJDEP) auditors.

V. Manage and respond to all on-site regulatory inspections (both announced and unannounced), including but not limited to NJDEP, EPA, USDOT, etc. Ensure any response actions are taken promptly and thoroughly communicated.

VI. Lead Environmental Incidents investigations and releases.

a. Partner with the Operations and Facilities Maintenance during spill response situations.

b. Ensure proper regulatory guidelines are followed and lead proper site, corporate and regulatory reporting protocols.

c. Assist in developing response or remedial action programs, as necessary.

VII. Work with Corporate ESO Department on activities such as

a. Corporate Environmental and Safety for compliance with Corporate environmental and safety policy

b. Impact of Corporate Marketing and R&D projects on plant equipment, waste disposal, safety and regulatory permits

c. Corporate data reporting for waste and sustainability metrics

VIII. Maintain strong working relationships and interface with all regulatory agencies such as:

a. NJDEP, Ocean County Utility Authority, Lakewood Fire Marshall/Fire Department, NJ DCA and others

IX. Manage Waste and Scrap Disposal Process

a. Coordinate disposal of production scrap materials, expired raw materials and lab wastes in hazardous, non-hazardous and universal waste forms.

b. Coordinate recyclable materials program

c. Track costs and savings

d. Identify waste minimization and cost saving opportunities

e. Aid Engineering and Operations departments in identifying and implementing sustainability projects

X. Ensure Department of Homeland Security (DHS) compliance requirements are met, and maintain all appropriate records retention.

XI. Ensure DOT hazardous material shipping compliance requirements are met, and maintain all appropriate records retention.

XII. Act as back up to EHS Manager for key safety related issues in their absence.

XIII. Maintain all professional certifications and training requirements in order to effectively maintain the facility's environmental compliance in all areas as required by environmental laws/regulations.

XIIII. Perform other duties as assigned

Required Knowledge/Computer Skills:

·
Microsoft 365 Tools including Word, Excel, Outlook and Teams

Preferred but Not Required Knowledge/Computer Skills

·
AutoCAD/Autodesk or SolidWorks

·
Lean manufacturing tools such as Green Belt Certification

Education and Work Experience Required:

·
Bachelor's Degree in Environmental Science, Environmental Engineering, Chemical Engineering or related field with 7-10 years of environmental program management and regulatory experience.

·
Thorough working knowledge of Aerosol Propellant TCPA and DPCC regulations. 1-3 years in a TCPA regulated environment with aerosol manufacturing preferred.

·
Thorough working knowledge and understanding of Environmental Regulations.

·
Strong ability to read and understand schematic and P&IDs.

·
Evidence/history of Interfacing with outside agencies.

·
MUST be able to work independently and be a self-starter.

·
Excellent interpersonal skills with ability to build positive relationships at all levels of the organization including Corporate ESO (environmental and safety operations) personnel.

·
Excellent communications skills with ability to communicate clearly and concisely in multiple media - verbal, written, etc.

Preferred Skills but Not Necessary:

AutoCAD Skills

·
LEEDS certification

·
Energy Management experience

·
Chemical, Flavor and Fragrance or Consumer Packaged Goods Manufacturing plant experience
