Keeping Washington Clean and Evergreen

The Hazardous Waste & Toxics Reduction Program within the Department of Ecology is looking to fill a Hazardous Waste Compliance Inspector position.

This position is located in ourBellingham Field Office (BFO) in Bellingham, WA

DuringHealthy Washington Roadmap to Recovery,employees are working a combination of in-office and/or telework based on position and business need. This position is not currently required to work in the office on a regular basis. Ecology is following current state guidance regarding mask requirements, health screening questions before entry, and social distancing. Looking ahead, Ecology has recently updated the agency policies on telework and flexible and compressed work schedules. This position will serve as a senior compliance inspector for facilities that generate dangerous waste, specializing in the wood treatment industry and in database management. As a compliance inspector, a wide variety of facilities are visited that incorporate many different processes. Our team embraces a collaborative approach, frequently addressing challenging issues together. The work can be fast-paced and technical; it is always fascinating and satisfying.

The mission of the HWTR Program is to protect Washington's residents and environment by reducing the use of toxic chemicals, safely managing dangerous waste, preventing new contaminated sites, and cleaning up contamination. What makes this role unique?

In this position you will manage the RCRAInfo database, as well as conduct compliance inspections at facilities that generate dangerous waste. You will document inspections, write inspection reports, and interact with industry representatives, with a focus on the wood treatment industry.

What you will do:

* Plan and lead dangerous waste compliance inspections and investigations.

* Develop regulatory relationships with businesses and other regulatory agencies through interaction by phone and in person during inspections.

* Prepare written reports of inspections that are issued to businesses and external stakeholders with observations and recommendations supporting compliance with the Dangerous Waste Regulations (chapter 173-173 WAC) and consistent with agency and program policies.

* Evaluate the compliance history of a regulated business and provide technical recommendations and documentation during the formal enforcement process.

* Support the section with RCRAInfo database management.

* Serve as the section's specialist on the statewide rules implementation group specific to the wood treating industry.

* Serve as the section's specialist concerning Department of Transportation hazardous waste transportation regulations.

Required Qualifications:

Experience for both required and desired qualifications can be gained through various combinations of formal professional employment, educational and volunteer experience. See below for how you may qualify.

Option 1:

Nine (9) years of combined education and experience:

* Education: Involving major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field.
* Experience: Inenvironmental analysis or control, or environmental planning.

Option 2:

* A Bachelor's degree involving major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field.

* Five (5) years of experience in environmental analysis or control, or environmental planning.

Option 3:

* A Master's degree involving major study in environmental, physical, or one of the natural sciences, environmental planning or other allied field.

* Three (3) years of experience in environmental analysis or control, or environmental planning.

Option 4:

* A Ph.D. in environmental, physical, or one of the natural sciences, environmental planning or other allied field

* Two (2) years of experience in environmental analysis or control, or environmental planning.

Option 5:

* Two (2) years of experience as an Environmental Specialist 3 at the Department of Ecology.

Special Requirements/Conditions of Employment:

* Must have a valid driver's license
* Must complete 40-hour initial /8-hour refresher Hazwoper within 6 months of hire date. Certification must be maintained throughout employment in this position.
