Description

IBSS is seeking a Full Time Communications Project Manager to provide business analysis, web content management, and project management support. Key Responsibilities:

Web site design and management: maintain NMFS web sites in such a manner that meets all Federal/DOC/NOAA/NMFS standards and passes the review of the chief editor and production manager.
Geographic Information Systems (GIS: maintain NMFS' spatial (or geographic) data sets with complete standards-compliant metadata and map products and shall assist in designing and developing new data sets and managing and updating existing data sets.
Technical Writing: write and update technical documentation as needed.
Data Management and Access: provide support in all aspects of data management, retrieval, inventory, accessibility, and archival. This includes conducting inventory, providing metadata, and performing any other tasks required to comply with agency requirements.
Graphic design and production: each year NOAA Fisheries adds new web sites and does a major redesign of some of its existing sites. These and redesigned Web sites require art and graphical treatments.
Project Management Support: help NOAA Fisheries define and identify project milestones/phases/dependencies, monitor and communicate project progress, provide information about budget/resource needs, and provide general project management and/or administrative support.
Business Process Improvement: determine operational objectives, study mission goals, evaluate current business processes, and recommend improvements.
Liaise with the Office of Chief Information Officer to ensure policy compliance.

Required Skills /Education/ Certifications & Qualifications:

Bachelor's Degree in related field
1-3 years experience in related field
Program planning and management in a team environment
Developing performance metrics and milestones
Working with diverse interagency teams
Excellent verbal and written communication skills
Developing and monitoring resource investment strategies
Working with marine fisheries information programs or other science-based programs
Dashboard data analytics
