The Department of Conservation and Recreation manages one of the largest and most diverse state parks systems in the nation and protects and enhances natural resources and outdoor recreational opportunities throughout Massachusetts. DCR is a dynamic agency, and is one of the largest park systems in the nation. The DCR system includes over 450,000 acres of parks, forests, water supply protection lands, beaches, lakes, ponds, playgrounds, swimming pools, skating rinks, golf courses, trails and parkways. The Department of Conservation and Recreation is seeking qualified candidates for the position of Forester II, District Management Forester. The incumbent is responsible for conducting inventory and monitoring activities in support of land and resource management plans. Serves as a member of natural resources planning groups, developing, planning, and applying silvicultural methods and practices. The incumbent is alsoresponsible for implementing all ecosystem management activities for state forests, monitoring contracting activities on state forests, monitoring adherence to state laws and regulations relating to the protection of forest resources. Maintain boundaries on state forest properties. Maintain and monitor forest conditions. DETAILED STATEMENT OF DUTIESANDRESPONSIBILITIES -Plan and implementa complex program of management activities, including vegetation, fuels, and forest management, in order to meet landscape-scale strategic land and multiple-use resource management plan goals and objectives. -Plan a diverse vegetation management program, integrating the program by utilizing interdisciplinary, ecosystem orientated approach in coordination with a variety of resource specialists (i.e., fire/fuels, timber, fish, wildlife, recreation, spiritual, etc.) -Participate in interdisciplinary planning efforts at multiple scales. Establish cooperative relationships with local, county, state, other federal officials, civic groups, cooperators, contractors, permittees, and the public. -Devise strategies to overcome significant resource and/or environmental problems. Analyze vegetation resource health and uses to assist in short- and long-term planning. -Maintain cooperative relationships with local, county, state, other federal officials, civic groups, NGOs, cooperators, contractors, permittees, and the public. -Develop technical guides and standards for ecosystem management, contract selection and preparation, and management techniques to meet integrated program objectives. -Participate, monitor, and oversee cruising and project layout and prepares general operational forest management plans and verifies equipment selection. -Utilizing appropriate documents, determines project boundaries, proper location of access roads, acceptable marking and cutting methods, project finances, and the requirements for brush disposal, erosion control, and stand improvement. -Determines, plans, and arranges for the resources needed to complete the layout of projects. Identifies and verifies the land status and environmental constraints affecting layout of the proposed project on the ground. -Secure all necessary permits, prepares Forest Products Sale Permits and Prospectuses, and conducts bidding activities. -Makes recommendations on construction and maintenance projects in area of responsibility. -Monitors and assures compliance of contractors, forestry consultants, and permittees with contractual and permit agreements and all applicable local, state, and federal laws by observing contractor operations and management results and recommends necessary enforcement actions on public forest lands. -Serve as the point of contact and provide advice on vegetation, fuels, and ecosystem management-related issues. -Evaluate adequacy and effectiveness of ecosystem management projects through periodic on-the-ground inspections and post-management sampling/inventory. -Coordinate with the Forest Biometrician to develop and implement District-level vegetation management inventories, which include analysis to determine areas requiring vegetation management in terms of the total ecosystem. -Demarcate and maintain Commonwealth boundary lines. Identify areas requiring the services of a licensed land surveyor. -Prepare reports regarding reforestation, fuels and forest stand improvement programs, forest products, and other ecosystem management programs on the district. Prepare plans to eliminate and/or mitigate negative impacts. -Gathers and disseminates information concerning agency programs through public education programs and workshops. -Performs supervisory duties. -Other related duties and responsibilities as assigned. Minimum Entrance Requirements: Applicants must have at least (A) three years of full-time, or equivalent part-time, technical or professional experience in the field of forest resource management, of which (B) at least one year must have been in a professional capacity, or (C) any equivalent combination of the required experience and the substitutions below. Substitutions: I. An Associate's degree with a major in forest resource management may be substituted for a maximum of one year of the required (A) experience.* II. A Bachelor's or higher degree with a major in forest resource management may be substituted for a maximum of two years of the required (A) experience.* III. A Graduate degree with a major in forest resource management may be substituted for the required experience * Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed. Special Requirements: Possession of a current and valid Massachusetts Motor Vehicle Operator's License. *Executive Order #595: As a condition of employment, successful applicants will be required to have received COVID-19 vaccination or an approved exemption as of their start date.
