Summary
The Impact Evaluation Manager is responsible for Root Capital's portfolio of mixed-methods impact evaluations, as well as organizational analytic and specific learning initiatives. This role actively supports the Director of Impact in setting the impact evaluation agenda, and leads Root Capital's mixed-methods impact evaluations in Africa, Latin America and Asia to identify Root Capital's impact on our clients-agricultural businesses-and the impact of these businesses on smallholder households and rural communities. In this capacity, the Impact Evaluation Manager identifies research opportunities, designs impact evaluation methodologies, develops survey tools, oversees data collection, performs and oversees complex data analysis, authors impact evaluation reports, and presents evaluation findings at internal and external events. The Impact Evaluation Manager manages study budgets and timelines and stewards relationships with impact study partners, including external technical advisors, data collection firms, and funders. The Impact Evaluation Manager also supervises Monitoring & Evaluation Associate who supports impact analysis, and an Impact Evaluation Coordinator who supports study coordination, timeline management, administration and contracting, invoicing, consultant troubleshooting.

This role is a key contributor to organizational learning. In addition to leading impact studies, the Impact Evaluation Manager advises and occasionally leads on organizational data collection efforts related to programmatic design needs, client feedback, crisis response, and other topics. The Impact Evaluation Manager uses data collected via impact studies, M&E tools, and other organizational learning initiatives to develop internal programming recommendations in collaboration with program staff, and to identify, share, and workshop learnings with executives and program staff. The Impact Evaluation Manager also serves as a key contributor to Root Capital's broader monitoring and evaluation (M&E) efforts, including collaborating with the M&E Manager on impact learning priorities, managing impact data, and conducting discrete analyses of program and impact data. An important focus of this role includes providing feedback on Theories of Change, logical frameworks, and monitoring tools-for Lending, Advisory, and other organizational data.

The Impact Evaluation Manager reports to the Director of Impact MEL, works closely with other members of the Impact Team, and collaborates extensively with Root Capital staff across our global offices and with external partners, including the agricultural businesses Root Capital supports.

About our Impact Team
Root Capital prioritizes robust impact measurement and management practices, transparent sharing of learnings, and strong feedback loops with stakeholders. Root Capital's Impact Team team holds three main functions: we monitor, measure, and manage the social and environmental performance of our Lending program, we track the implementation and uptake of our Advisory Services, and we conduct deep-dive evaluations to understand the impact of our Lending and Advisory services on our client businesses, as well as their contributions to smallholder communities in sub-Saharan Africa, Latin America, and Indonesia. We design monitoring, evaluation and learning (MEL) systems, collect and analyze data from hundreds of businesses and thousands of farmers a year, and communicate our findings internally and externally to inform our work and contribute evidence to the broader fields of agricultural finance and enterprise capacity building.
Responsibilities
Impact Evaluation (75%)
  • Lead all Root Capital impact studies, from ideation to reporting;
  • Collaborate with Impact, Lending, Advisory, and Development teams to determine priorities for impact evaluations and develop research questions;
  • Develop study methodologies; recruit relevant staff or external technical assistance to refine methodologies as needed;
  • Design and/or oversee development of survey instruments, both quantitative and qualitative; continuously identify and implement innovations to data collection strategies and tools;
  • Recruit, train, and oversee locally based consultants, data collection firms, and/or field-based staff for study implementation;
  • Conduct, manage, and/or oversee sampling, survey piloting, data collection (using SurveyCTO or other data collection applications), and quality control of study implementation;
  • Analyze and/or oversee complex analyses of study results using STATA and other analytical tools; train team members and consultants on analytical tools and methodologies;
  • Write and edit study reports; create summaries, briefs, blog posts, and presentations to present to internal and external audiences, including Root Capital staff, Root Capital borrowers, donors, investors, and other applied M&E practitioners;
  • Represent Root Capital and formally present on impact work, internally and externally, with donors and partners individually, or at impact evaluation/agricultural finance/impact investing events;
  • Provide budget oversight for studies;
  • Manage relationships with impact evaluation funders and external technical advisors;
  • Supervise a direct report who supports impact evaluation activities;
  • Provide impact evaluation-related inputs for grant proposals and grant updates; support the Partnerships team in interpreting and leveraging impact study findings for external partnerships; contribute to and review impact assessment and learning components of grant proposals and updates;
  • Conduct and lead reviews and meta-analyses of impact evaluation findings;
  • Oversee impact study data and impact knowledge management efforts; and
  • Serve as a representative of the Impact Team on organization-wide internal data projects, including the Cultivar Data Platform and the Data Governance Council.

Strategic Learning Support (25%)
  • Lead and advise on key organizational data collection initiatives related to programmatic design needs, client feedback, crisis response, and other topics; craft research frameworks, create and implement data collection tools, analyze data, and develop reporting frameworks;
  • Leverage findings from impact studies or other data collection efforts to develop programmatic and strategic recommendations and learnings;
  • Present, share, and workshop recommendations and learnings with executives and program staff to guide organizational strategy and program design, with a particular (though not exclusive) focus on the WAI;
  • Design, conduct, and present on analytic projects leveraging organizational data for key learning questions, theory of change validation, and donor requests; plan and execute analytic methodologies, develop learning products, and share findings internally and externally;
  • Serve as a key contributor to M&E frameworks-owned by the M&E team-for organizational activities; conduct reviews of Root Capital systems and make recommendations for updated programming and M&E tools;
  • Serve as a key contributor to internal workshops and conversations regarding Impact systems and strategy.

Skills and Experience
  • Master's degree in economics, statistics, public policy, international development, or related field, or Bachelor's degree with strong academic training in those fields plus related professional experience.
  • At least five years of professional experience in agricultural development, impact investing, social finance, international development, or a related field.
  • At least four years of experience (professional and/or academic) working on field-based evaluations in one of the above fields; experience designing and/or implementing M&E frameworks, and experience with quasi-experimental methods or RCTs required, experience with qualitative research or methods strongly preferred.
  • Expertise in designing and implementing rigorous impact evaluations in developing countries.
  • Advanced proficiency in Stata, Microsoft Excel, Word, and PowerPoint. Experience with mobile data collection platforms (like SurveyCTO) and Salesforce preferred.
  • Superior oral and written communication skills, including experience writing technical evaluation reports and synthesizing research findings for broad audiences. Experience translating quantitative and qualitative findings to programmatic recommendations and strategic thinking.
  • Strong interpersonal skills and the ability to work with a wide variety of colleagues and stakeholders, including funders, academics, clients, and smallholder farmers. Experience and interest in mentoring others and fostering professional development opportunities for colleagues and direct reports.
  • Strong project and people management skills, attention to detail, and ability to lead activities of an international team of staff and external consultants.
  • Self-started and ability to flexibly manage and prioritize multiple competing tasks; ability to thrive in a dynamic, fast-paced, and entrepreneurial team environment
  • Fluency in English and fluency or advanced proficiency in Spanish required. French language skills helpful but not required.
  • Willingness to travel (3-4 times per year) in Africa, Asia, and Latin America, often in remote areas, with stays as long as 2-3 weeks.
