Job Title: Environmental Specialist - NEPA

Location: Gloucester, MA, Annapolis, MD, Highlands, NJ, or Remote

Description

IBSS is seeking a Full Time Environmental Specialist to provide assistance in the technical and environmental review, including Bureau of Ocean Energy Management (BOEM) actions under the OCS Lands Act of 1953 and the Energy Policy Act of 2005, including lease sales and site development for offshore wind energy; Army Corps of Engineers (ACOE) and Federal Energy Regulatory Commission (FERC) actions. The technical and environmental reviews are conducted under the authority of the NEPA as well as the Essential Fish Habitat provisions of the Magnuson-Stevens Act. These reviews will form the basis for NMFS recommendations to the federal action agencies on how best to avoid, minimize or compensate for impacts to fishery resources and their habitats. The Environmental Specialist will identify, evaluate, and work to mitigate adverse impacts of development projects on fishery habitats and avoid conflict with the fishing industry, as well as, make recommendations to HESD for guidance and criteria for assessing development projects.

The Specialist will also provide regulatory and analytical support for the implementation of statutes by preparing regulatory documents to amend the Atlantic Large Whale Take Reduction Plan (ALWTRP) and Harbor Porpoise Plan (HPTRP) and accompanying analyses of potential impacts to these plans and NEPA documents. Under the MMPA, the GARFO implements the Atlantic Large Whale and Harbor Porpoise Take Reduction Plans in collaboration with Take Reduction Teams that make recommendations to prevent interactions between commercial fisheries and Atlantic large whales, including the North Atlantic right whales.

Key Responsibilities:

Fish Habitat Support-

Review public notices when published in the Federal Register and provide technical review of all project development information related to conservation of living marine resources
Conduct literature reviews to obtain background information
Review study designs, Environmental Impact Statements, Site Assessment Plans, Construction and Operations Plans, and monitoring plans and provide recommendations on how to avoid, minimize or compensate for adverse impacts to habitats and fisheries resources
Collect, compile, and analyze complex data and identify trends
Enter data and conducts quality control reviews
Draft responses, reports and reviews
Conduct and document site visits
Copy documents, compile records, organize and maintain filing systems (including electronic filing)
Prepare maps and other geographical displays and analysis;
Provide recommendations to HESD on issues associated with the conservation of living marine resources attend meetings, conferences, conference calls and site visits; and write reports and make oral presentations before audiences of professional and varied interests.

NEPA Support-

Coordinate with staff carrying out analyses on the effects of fishing activities on ESA listed species and critical habitat, with particular attention to North Atlantic right whales and if needed, harbor porpoise.
Collaborate with the take reduction team coordinator, as needed, to ensure that relevant information regarding the rulemaking and NEPA process are available for Atlantic Large Whale Take Reduction Team meetings (and the HPTRT if needed).
Assist the take reduction team coordinator, as needed, in the development, assessment, and implementation of a regulatory amendment to the ALWTRP, including performing duties pursuant to the requirements of the Administrative Procedure Act, NEPA, MMPA, ESA, and other applicable statutes and policies.

Required Skills /Education/ Certifications & Qualifications:

Minimum of a Bachelor's degree in an environmental science or associated discipline (e.g., biology, ecology, fisheries biology, marine biology, natural resource management, conservation biology, landscape ecology, or restoration ecology).
Experience providing biological, economic, or social analyses to support recommendations for natural resource conservation measures.
Critical thinking and the ability to assess potential impacts to living marine resources.
Proficient with common databases and office productivity programs, such as Word, Excel, Gmail, Google docs, and Endnote.
Strong organizational skills with ability to work independently and comply with project deadlines.
Strong communication skills and the ability to work well with others, including a diverse array of federal action agencies.
Strong professional writing skills and the ability to express both biological and regulatory concepts in plain language

Desired Skills:

Knowledge of marine ESA-listed species and their habitats, particularly those found along the east coast.
