The Structural Pest Control and Pesticides Division (SPCPD) is responsible for administering and enforcing a wide variety of programs through three Sections: Pesticides, Structural Pest Control, and Sleep Products. The Pesticide Section's overall objective is to protect the public health, safety and welfare, and to promote continued environmental quality by minimizing and managing risks associated with the legal use of pesticides through administration and enforcement of the N.C. Pesticide Law of 1971 and pursuant regulations adopted by the N.C. Pesticide Board (NCPB).

The primary purpose of this position is to ensure that pesticide applicator certification rules and regulations mandated by the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) and adopted by the N.C. Pesticide Board (NCPB) are implemented and maintained in North Carolina. This position is responsible for creating validated certification/license examinations for both commercial and private pesticide applicators, provide EPA with semi-annual reports on certification activities, approve training courses for pesticide continuing education credit, and monitor approved training events throughout the state. This position will periodically update the State Certification Plan which gives NC primacy over applicator certification under its cooperative agreement with the EPA. The position will also plan, write, and distribute correspondence, newsletters, guidelines, and educational and/or outreach materials related to applicator certification, compile annual pesticide reporting information, negotiate reciprocal certification agreements with other states, and verify individuals seeking to become certified pest control consultants have met the minimum education requirements established by NC regulations. Must possess and maintain a valid North Carolina Driver's License.

* Ability to use a variety of office equipment.

* Ability to gather, record, and compile information into varying database tables.
* Ability to explain and interpret policies and/or regulations.
* Experience with Microsoft Word, Excel, and Outlook.

MANAGEMENT PREFERENCES:

* Knowledge of pesticides and pest management.
* Familiarity with State and Federal laws pertaining to pesticide regulation.
* Knowledge of the development of examinations.

Minimum Education and Experience Requirements

Bachelor's degree in entomology, plant pathology, plant physiology, horticulture, chemistry, agronomy, biology, zoology, soil science, crop science, animal science, environmental or ecological science or a related scientific field of study from an appropriately accredited institution and one year of related experience in regulatory or government service programs, cooperative extension programs or agricultural research or industry; or an equivalent combination of education and experience.
