Summary/ObjectiveThe purpose of this full-time position is to take primary responsibility for Emergency Management Program and environmental compliance activities for the WaterOne organization and Standard Operating Procedures (SOPs) for the Production Division. This position also provides quality control and oversight of programs related to hazardous and universal waste removal, oil and chemical bulk storage, and other environmental compliance programs applicable to WaterOne. This position supports the development and upkeep of the Production Division's SOPs and coordinates WaterOne's participation in the AWWA Partnership for Safe Water Program. Responsibilities include providing vision and leadership in planning, coordinating, implementing, and improving these programs and documents in compliance with applicable federal, state, and local laws and regulations and best management practices.

Essential FunctionsReasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.Serve as principal owner of the Emergency Management Program for WaterOne. Design, develop, distribute, implement, and update the Emergency Operations Plan in accordance with recognized standards and best practices. Ensure that necessary training is delivered to all personnel with designated responsibilities in the Plan. Plan and execute meaningful continuity of operations exercises to test the effectiveness of the Plan and to help maintain familiarity with the roles and responsibilities defined therein. Coordinate interactions, communications, and agreements with other agencies and stakeholders as appropriate and serves as WaterOne's Liaison Officer during emergencies.Create and update Standard Operating Procedures (SOPs) pertaining to the Production Division (water supply and treatment facilities). Take the lead in improving the SOP development process to ensure that a comprehensive set of SOPs is defined, developed, reviewed, and updated as applicable.Oversee of the Risk Management Plan / Process Safety Management Program, ensuring compliance with all applicable portions of the EPA's Risk Management regulations.Provide leadership in maintaining compliance with other environmental regulatory requirements that pertain to the Production Division, including all reporting and recordkeeping requirements. These include, but are not limited to, hazardous waste regulations, SARA reporting requirements, and storage tank regulatory requirements. Coordinate hazardous and universal waste removal and documentation activities with applicable contractors. Perform all duties pertaining to hazardous waste operations in accordance with all applicable requirements.Take the lead in ensuring that all necessary training associated with the responsibilities of the Emergency and Environmental Compliance Coordinator is delivered to the target audiences. Continuously improve applicable training materials in coordination with the Learning and Development team. Perform site visits regularly at various WaterOne facilities to verify compliance with applicable regulatory programs and to verify accuracy of SOPs. Monitor new laws, regulations, standards, and best management practices pertaining to assigned areas of responsibility. Evaluate potential impacts to WaterOne operations and provide recommendations to the leadership team as appropriate. Modify existing program elements and other documents to ensure compliance with new or modified requirements.Perform or assist with investigation and root cause analysis of safety, health, and environmental incidents pertaining to Production Division personnel or activities. Help identify and implement corrective actions as appropriate.Participate with the leadership team in the development and implementation of goals, objectives, and priorities related to process management. Help identify opportunities for continuous improvement and with defining resource needs. Provide input as required with the development of budget item requests and justifications.Provides leadership and coordination in the preparation and submittal of annual reports for the AWWA Partnership for Safe Water Program. Assist in elevating WaterOne's level of participation in the Program. Other DutiesPerforms other job duties as assigned. Required Education, Skills & ExperienceA Bachelor's degree from an accredited college or university in safety, health, environmental science, civil or environmental engineering or a related field. ORAn alternate way of obtaining the required qualifications is to possess:An Associates of Science or Associates of Applied Science Degree in Fire Science with coursework related to the scope of duties andMust have at least 5 years of emergency management, environmental compliance, or water treatment operations related experience.Must possess FEMA-recognized certification in ICS-300 and ICS-400 within one year of hire. Experience with or have ability to learn and apply all applicable requirements pertaining to hazardous waste operations.Demonstrated proficiency in implementing an effective project management methodology. Strong communication skills, both oral and written, including proven technical writing abilities. Must be a good listener.Strong PC skills including experience with the Microsoft Office suite including Word, Excel, Access, PowerPoint and Outlook are required. Must be able to learn and use WaterOne software programs such as project management applications. Must have basic knowledge of Supervisory Control and Data Acquisition (SCADA) applications and other computer control systems. Experience in designing, delivering, and evaluating employee training programs.Strong working knowledge of applicable federal, state and local laws in environmental health and safety.Ability to organize, plan, and complete multiple concurrent tasks and activities.Possess a valid driver's license and continuously meet WaterOne driving standards.Must pass post offer medical exam, including drug screen and background verification (may not apply to current employees). Preferred Education, Skills & ExperienceSpecific course work in environmental engineering, industrial processes, and environmental science. Experience in designing, documenting, exercising, and upgrading an Emergency Operations Plan.Professional certification in emergency planning or safety.
