Duties & Responsibilities

o Manages, oversees, and coordinates all facets of the pre-construction, bid, award, construction, and close-out phase of all assigned projects

o Reviews pre-construction documents and submits comments to the designer as necessary

o Plans, organizes and prepares reports to upper management with respect to the status and/or progress of the projects

o Coordinates with all pertinent public agencies during pre-construction and construction to comply with all pertinent work; coordinates with various project staff

o Manages both the project budget and schedule to meet the client's qualitative standards; monitors project budget on a monthly basis and ensures that the budget accurately reflects the project status/progress

o Monitors daily activities of the contractor, reviews contractors' construction schedules and submittals, and coordinates responses to the contractors' inquiries thru the Requests for Information (RFI) and other related documents

o Reviews substitution submittals from contractors to ensure compliance with specification

o Receives, reviews, and negotiates Contractor Change Order Proposal(s) to achieve a fair & reasonable price in accordance with project specifications; reviews and addresses any and all Schedule impacts in accordance with the project specifications in a timely manner

o Reviews the process and monitors payments for the contractor, architects, engineers and any other pertinent parties

o Monitors and manages project close-out

o Perform other related duties as assigned

Required Qualifications & Education

o Graduation from a recognized college or university with a bachelor's degree in Architecture, Engineering, or Construction Management OR

o Possession of the Certified Construction Manager (CCM) credential, which may substitute for the required education depending on applicable experience

o Eight (8) years full time paid professional experience in Construction and/or a combination of Design, Project, and/or Construction Management of Commercial and/or Public/Educational Facility Construction with additional experience in the design and/or construction of facilities within the marine environment (i.e. docks, piers, wharves, etc.). Three (3) of the eight (8) years should have responsibility for coordinating projects with construction values in excess of $20M.

o Must possess a valid driver's license

o Must be able to pass a background check for various potential security clearances

o Must be comfortable with the use of ladders, scaffolding, and accessing areas requiring the use of fall protection

o Competent in the use of the Microsoft Office Suite of software, Bluebeam and/or similar document editing software, and personal electronics (i.e. phone, tablet, laptop, etc.)

Preferred Qualifications

o California Professional Engineer (P.E.) License

o Design-Build Experience

o Experience utilizing Building Information Modeling (BIM)

o Experience with Leadership in Energy and Environmental Design (LEED) certified projects and/or the Collaborative for High Performing Schools (CHPS)

o Experience with Division of the State Architect (DSA) construction/design processes

o Safety and OSHA Safety Regulations (OSHA 30 minimum)

o Fall protection training

o A valid Construction Manager (CCM) credential by the Construction Manager Certification Institute (CMCI)

o Experience in multiple delivery methods and experience with using a web-based project management systems such as Smartsheet, Procore, e-builder, and PMWeb.

o Experience using construction scheduling software

o Familiar with the means, methods, pitfalls, and equipment associated with the construction of facilities near, in, and over the navigable waters of the United States

o Accountable for the timeliness and quality of their own work as well as that of their project team

o Knowledgeable of federal, state and 3rd party agency rules and regulations affecting contract administration and procurement of professional services and materials and labor for new construction, remodeling, renovation and minor repairs.

o Evaluates and processes change order requests in a timely manner

o Leads effective negotiations with construction vendors to ensure best value for the project while remaining respectful and professional

o Takes corrective actions and make decisions as necessary to improve performance of projects.

o Resolves complex, construction project-related issues, disputes, and disagreements

o Reviews and inspects construction project performance of construction teams and adherence to legal requirements

o Empathetic to the goals and needs of all parties involved with a given project

o Works as a team leader, not a boss

o Identifies risk and creates risk mitigation plans successfully

o Effectively communicates in written and verbal formats with a variety of individuals ranging from field construction staff, to the general public, to executive level management of the ownership/client group
