The role:

We are recruiting for an environmental coordinator to join our team! In this role, you will oversee agency contractors working to deliver our Americans with Disabilities Act (ADA) Program. You will provide guidance and oversight for environmental compliance activities required for ADA and other transportation infrastructure projects. Apply today!

This is a limited duration appointment that is expected to end on or before 6/30/2023. Limited duration appointments are benefits eligible and have a designated maximum length of service. This position has the potential to become permanent.

A day in the life:
  • Provide environmental coordination and information that allows the selection and regulatory clearance of infrastructure projects and informs their National Environmental Policy Act (NEPA) classification.
  • Oversee consultant work, including existing site documentation, results of field scoping, preliminary assessments of environmental effects, constraints on the project development schedule and the total duration for environmental work.
  • Alert the project team, consultants and/or participating local jurisdictions to potential environmental problems.
  • Monitor, review and maintain quality control of environmental prospectus, NEPA documentation and other environmental documents prepared by local jurisdictions and consultants.
  • Review project deliverables prepared by agency staff and consultant technical specialists.
  • Coordinate with region environmental coordinators and maintenance staff regarding site access and right of way information, environmental conditions and land-use constraints.
  • Participate in project teams, including developing the project purpose and need, project alternatives and environmental avoidance and minimization measures.
  • Coordinate with agency contractors to obtain and review environmental clearances for projects.
  • Approve the necessary Federal Highway Administration documentation to complete NEPA for Class 2 projects, Categorical Exclusions.
  • Act as the agency's lead contact and resource for environmental issues involving construction/maintenance for assigned projects.
  • Coordinate and assist in the training for environmental subjects.
  • Conduct on-site review of construction projects and work with agency inspectors or contractors to adjust construction methods to meet environmental permit requirements.
  • Work in a typical office environment with the option for remote work; occasional statewide overnight trips required.

What we need:

A bachelor's degree an environmental science, a physical science, a natural science, engineering, or a closely-related field and three years of environmental analysis or resource project management experience, one year of which must have included research design and analysis.

Note: Three additional years of environmental analysis or resource project management experience may substitute for the bachelor's degree.

Driving is an essential function of this position. You must have a valid driver license and an acceptable driving record. We will conduct pre-employment driving records checks on our final candidate(s). Your license does not have to be issued in Oregon to be considered.

  • Knowledge of and experience with NEPA compliance for delivery of projects or programs.
  • Experience performing/coordinating regulatory compliance for major state and federal environmental regulations (Endangered Species Act, Section 106, Clean Water Act, etc.).
  • Skill in interpreting and disseminating complex regulations, guidance and information to internal and external stakeholders.
  • Skill in technical writing and editing and have excellent oral, written and computer communication skills.
  • Skill in managing multiple and complex projects, tasks and priorities (including strategy, scope, schedule and budget).
  • Skill in contract and consultant management.
