Description of Work Unit

CEMML is a research, education and service unit within the Warner College of

Natural Resources at CSU. CEMML applies the latest and most appropriate science to promote the sustainable management of natural and cultural resources on Department of Defense (DOD) and other public lands. We provide technical support, conduct applied research, and offer career development and learning opportunities to support resource stewardship. We collaborate with our sponsors and within CSU to resolve complex environmental issues, leaving a legacy of science-based decisions that sustain our resources for future generations.

Position Summary

A Botanical Program Manager position (Research Associate III Special) is located at Pohakuloa Training Area, (PTA), Hawaii. This position oversees the native plant and habitat monitoring and management program at PTA, including regulatory compliance for over 20 species of plants listed as threatened or endangered under the federal Endangered Species Act, as well as additional rare native species and plant communities. PTA is a 133,000-acre Army training facility located on Hawaii Island at 2,500-8000 feet elevation in the saddle region between Mauna Kea and Mauna Loa volcanoes. Position is contingent upon funding for continued CSU support for natural resource management on PTA. The Botanical Program Manager is responsible for managing all aspects of the Botanical Program at PTA to include species conservation and restoration planning; protocol/project planning, design and implementation: supervision of up to 10 personnel: development of annual and quarterly performance goals for self and personnel: report writing and data analysis: and support to NEPA and US Fish and Wildlife consultations. The Botanical Program Manager develops and implements protocols that meet rigorous scientific standards for monitoring threatened and endangered species (TES), evaluating management effectiveness or testing management alternatives. Comprehensive protocols address TES conservation targets, sampling designs and data collection methods; TES threat management/abatement related to pests and disease, fire, invasive plants and plant predators; and genetic conservation for TES including propagule collection, storage, propagation and outplanting. The Botanical Program Manager reports directly to and is supervised by the CEMML Senior Program Manager and works closely with the Ecological Data Program staff and the CEMML Principal Investigator. The position is part of a management team and works with other managers to ensure coordination among program areas at PTA.

Required Job Qualifications

• MS in botany, biology, restoration ecology, conservation biology, natural resource management, or related degree.

• Three years of experience in program/project management including establishing goals, setting priorities, evaluating progress, and adapting the program/ approaches as needed.

• Two years of experience supervising personnel including performance management, evaluations and staff training.

• Demonstrated ability to develop, implement and refine scientific approaches (sampling designs, methods, analysis procedures, etc.) for survey and monitoring plant communities and populations.

• Proficiency with plant identification using dichotomous keys.

• Proficiency using spatial and non-spatial databases and performing statistical analyses, including basic knowledge of modeling population distributions.

• Minimum three years of experience with surveying, monitoring, and managing native plant communities and rare plants.

• Demonstrated technical/scientific writing skills and ability to clearly convey scientific findings and concepts to a variety of audiences.

• Knowledge of ecological processes and restoration ecology principles.

• Ability to conduct strenuous fieldwork on extremely rugged terrain.

• Must have a valid driver’s license or the ability to obtain a driver’s license by the employment start date.

• The successful candidate must be legally authorized to work in the U.S. by proposed start date; CEMML will not provide visa sponsorship for this position.

 

Preferred Job Qualifications

• Ph.D. in botany, biology, restoration ecology, conservation biology, natural resource management, or related degree.

• Experience with climate change vulnerability and adaptation for rare plants and native plant communities.

• Experience working with rare, threatened and/or endangered plants in Hawaii.

• Proficient with Geographic Information Systems (GIS) including data entry and management, analysis, and map creation.

• Experience modeling population distributions.

• Prior experience working on a military installation, or with highly structured organizations.

Essential Duties

Implements plans and protocols to monitor and manage botanical resources including threatened and endangered plants and native plant communities. Provides oversight and expertise to subordinates to ensure project objectives, approaches and analysis/interpretation are technically sound and consistent with program objectives and needs. Reviews and approves protocols developed by subordinates, in concert with CSU Sr. Program Manager. Meets regularly with staff, consults on activities and progress, and tracks project progress and completion.

 

Directly supervises project leads (e.g., field crew leader, propagation specialist, and botanical resources specialist) and indirectly supervises up to 7 biological technicians. Ensures that project leads are using human resources tools/resources such as leave requesting and reporting and hour reporting correctly and consistently. Ensures new employees are oriented to Botanical Program objectives, purpose and SOPs and trained in technical and administrative/procedural aspects. Provides performance planning, regular feedback, and annual performance appraisals. Facilitates training and professional development opportunities for staff. Tracks performance to ensure employee performance goals are met. Participates in employee searches as needed.

 

Develops plans and protocols, including sampling designs and methodologies, in support of threatened and endangered plant surveys, monitoring, research, and management of botanical resources. Integrates scientific concepts related to plant science, conservation biology and ecological restoration into Botanical Program projects. Develops and guides development of outplanting/restoration plans and activities. Ensures protocols/projects are scientifically sound. Ensures data are properly managed, oversees and performs data QC, performs statistical and geospatial analyses, and develops modeling approaches in collaboration with other program areas. Writes quarterly, annual, and biennial reports documenting findings and other technical documents that include scientific findings and interpretation of data/results, and progress/status with respect to regulatory compliance for threatened and endangered species. Reviews and provides professional critiques for the Army, as required, of regulatory and other technical documents.
