Department Summary
Safety and Risk Services (SRS) is a unit within the Finance and Administration portfolio. Finance and Administration is a vibrant and varied portfolio serving all aspects of campus life. Safety and Risk Services comprises Emergency Management and Continuity, Environmental Health and Safety, Campus Mapping, Risk & Insurance, and the University of Oregon Police Department. SRS fulfills its mission by providing a variety of professional services, technical assistance, training, and regulatory oversight.

Position Summary
The Environmental Compliance Program Manager reports to the Environmental Services Manager at the University of Oregon. The Environmental Compliance Program Manager is responsible for regulatory permitting and compliance management of regulated air, water and land environmental discharges from the University of Oregon. This includes designing, funding, and goal-setting for these projects and programs that is most often done in collaboration with a range of partners on campus and in the community. Supervision of these programs includes training, continuous improvement, communications and reporting. During day-to-day management this position may assign tasks to other staff and student employees, and will coordinate with campus partners to monitor completion of environmental compliance requirements within their operations. The Environmental Compliance Program Manager will also perform the necessary research, outreach, process management, documentation, and evaluation to ensure programs meet their objectives within established budgetary and time constraints. This will include gathering data, preparing analysis, and drafting reports as requested by the SRS leadership.

The Environmental Compliance Program Manager is responsible for managing EHS new construction review, regulatory permitting, monitoring, and policies, and procedures necessary to ensure compliance with the University's Air Compliance Discharge Permits (ACDP), University's Industrial Wastewater Discharge Permits, University's Above Ground Storage Tanks (AST) and Underground Storage Tanks (UST), University's Underground Injection Control systems, University's Stormwater Discharge systems, Emergency Planning and Community Right to Know Act (EPCRA) and reporting of University's hazardous materials to state and local regulatory agencies. These programs differentiate among, but span all University of Oregon campuses. This position is also tasked with expansion and improvement of existing programs and the development of potential partnerships and programs, with support/oversight from the SRS leadership. The EHS Environmental Manager also serves as a campus response coordinator on the EHS Duty Administrator Team.

The Environmental Compliance Program Manager will foster positive relationships with stakeholders and colleagues. Interactions occur daily with the campus community including working closely and collaboratively with subject matter experts, students, and data and business analysts. The Environmental Compliance Program Manager will be required to regularly exercise sound independent judgment in safeguarding the students and customers that work for and utilize the programs, in promoting sound environmental stewardship. The Environmental Compliance Program Manager is expected to have comprehensive knowledge of the programs budget and management in order to monitor objectives and scope, as well as their progress against goals, deadlines and budgets. This will involve preparing, reviewing, and revising detailed environmental management plans and associated program budget management. The Environmental Compliance Program Manager will indirectly supervise program staff, participants, and students. This position will make strategic decisions for SRS programs using direction from institutional polices and standards and in consult with, as well as make recommendations to the SRS leadership as needed to manage deadlines and budgets.

The Environmental Compliance Program Manager represents the Universitys interest by taking or recommending actions implementing University policies, and local, state, and federal regulation.

Minimum Requirements
Bachelor's degree with a focus in environmental science, basic or applied science, or environmental engineering.
Seven (7) years professional experience with environmental compliance functions including emission/discharge permits, compliance assessment and assistance, and environmental sampling and analysis.
Experience working directly with operators of emissions sources and functional leadership.
Experience working directly with regulators.

Preferred Qualifications
Advanced degree (M.S., M.Eng., Ph.D. or PE) in Environmental Management, Environmental Science, or Environmental Engineering..
Current Environmental Compliance Manager or Environmental Professional certification.
Three years professional experience managing both new and ongoing environmental compliance programs in a college or university setting.
Current AHERA Inspector, Management Planner, or Project Designer certification.
Previous administrative experience working at a university or college.
Previous experience as an environmental regulator working with universities or colleges.
Experience writing educational, training, communications and/or publicity materials.
Experience leading or facilitating teams.
