Environmental Scientist II Summary:

Fisher Associates, P.E., L.S., L.A., D.P.C., headquartered in Rochester NY, with eight offices throughout NY, PA & TX is currently seeking a Biologist/Environmental Scientist to perform environment field and reporting tasks. This position is largely a field position and when in the office, would be working out of either the Syracuse, Rochester, Buffalo, NY or home office. The selected candidate must be self-motivated and able to follow through with assignments, with a strong background and field expertise in wetland delineation, state and federal permitting, and environmental planning.

The candidate will be responsible for, but not limited to:
  • Conducting wetland and watercourse delineations
  • Regulatory permitting
  • Wildlife habitat evaluation
  • Endangered species surveys
  • Impact assessment and mitigation planning
  • Restoration and mitigation site monitoring
  • Construction monitoring
  • Report preparation and interactions with state and federal agencies
  • Other duties assigned

Requirements
  • Bachelors Degree in Biology, Ecology, Natural Resources, Environmental Science or related field
  • 5 10 years relevant in-field experience
  • Experience in some or all of the following activities: wetland delineation experience, wetland and stream quality assessments, wetland and stream mitigation design and monitoring, endangered species habitat assessments and rare plant surveys
  • Experience with state wetlands regulatory permitting programs in NY and surrounding states as well as Clean Water Act Section 401/404 permitting
  • An understanding of municipal, state, and federal environmental regulations, permitting and policy in NY and surrounding states
  • Able to work in a physically challenging outdoor situations in all types of weather and traveling on a regular basis to project sites located in NY and the surrounding Mideast/New England region
  • Experience in operating field sampling equipment including GPS
  • Estimated percentage of field/office time: 90/10. Must be willing to travel and work 10+ hours/day when in the field
  • Strong verbal and written communication skills
  • Must possess a valid New York State drivers license

Preferred qualifications/experience include:
  • 5+ years relevant experience
  • U.S. Army Corps of Engineers 40-hour wetland delineation training
  • Knowledge of upper plains flora, fauna, and natural systems, as well as familiarity with the USACE Regional Supplements
  • Certified Soil Scientist credentials with the Society of Soil Scientists or similar certification
  • Experience as a Field Task Manager/Field Crew Lead
  • Experience leading state and federal jurisdictional determinations in NY and surrounding states
  • Experience with state wetlands regulatory permitting programs in one or more of the following a plus: PA, NJ, CT, MA, OH and WV
  • Experience working on Article VII, X and ORES 94-c projects
  • Experience working as an environmental inspector/monitor on Article VII and X projects, a plus
  • Experience working on linear projects
  • Excellent technical writing skills and ability to effectively express his or herself orally among internal staff, clients, and sub-contractors
  • Experience working with oil and gas clients on spill response, remediation, and/or reclamation projects
  • Experience performing Storm Water Pollution Prevention Plan inspections
  • Previously completed OHSA 10-Hour Construction Safety Training, a plus
  • Previously completed NYSDEC 4-Hour Erosion and Sediment Control Training, a plus
  • Detail-oriented and have the ability to work independently
  • Experience with statistics, ArcGIS or AutoCAD
  • Computer skills including experience with MS Office Word/Excel
  • Developed strong working relationships with a variety of clients and staff with various regulatory agencies
