Position: Health, Safety & Environment Specialist

Department: Health, Safety & Environment (HSE)

Location: Louisiana

SUMMARY

Individual will report to the Regional HSE Manager and will have immediate environmental, safety and security program related responsibilities for assigned Pipeline, Gas and Trucking assets. Primary tasks include ensuring Environmental Regulatory Compliance, assisting with Safety and Security Programs and completing IH monitoring, accident and incident investigation and reporting, internal and external auditing, and contractor oversight. This individual must establish and maintain effective working relationships with managers, supervisors, and employees.

ESSENTIAL FUNCTIONS:

Additional responsibilities include:
  • Deliver Environmental Compliance and Safety related Training
  • Assist Facility Security Officer with maintaining USCG regulatory documents
  • Coach and mentor field employees and contractors on Plains policies and procedures
  • Review work permits
  • Conduct internal environmental and safety related compliance audits
  • Conduct incident investigations for company employees and contractors
  • Conduct industrial hygiene monitoring for noise, benzene, lead, etc.
  • Work with Security Director to implement security plan
  • Maintain environmental and safety regulatory files
  • Review and approve MOC's for responsible area/facilities
  • Facilitate external PHMSA, environmental, and safety-related audits
  • Assist with other regulatory compliance tasks as needed
  • Manage site stormwater permit compliance, including preparation of SWPPP, coordinate sampling, and submittal of DMRs
  • Complete quarterly and yearly reports to Regulatory Agencies (OSHA, LDEQ)
  • Assist with waste management program
  • Assist with the review and update of site SPCC, FRP, and other emergency response plans
  • Knowledge of marine vapor combustor operation and maintenance requirements is beneficial
  • Knowledge of marine loading and rail operations is beneficial


Overnight travel is required and this position must be available to respond to emergencies 24/7. This position is 75 percent of time in field 25 percent in office.

KNOWLEDGE & SKILLS:
  • Candidates must have knowledge of pipeline and trucking operations. Core knowledge of local and state regulations pertaining to OSHA, LDEQ and LDNR.
  • A strong working knowledge of OSHA, EPA, PHMSA and US Coast Guard regulations as they pertain to the commercial transportation industry is preferred.
  • Knowledge of following regulatory programs: NPDES, SWPPP, SPCC, Oil Spill Contingency Plan
  • Knowledge of OSHA 300/301 Logs
  • Familiarity with GIS preferred.
  • Familiarity with Maximo Asset Management software preferred.

This position requires the candidate to be proficient in written and verbal communications skills, have strong interpersonal skills and to be adept in Microsoft Office programs (Outlook, Word, Excel, and PowerPoint).

EDUCATION / EXPERIENCE:
  • Accredited Bachelors or Master's Degree in Environmental Science, Environmental Management or a related Technical discipline, or 5+ years field related experience.
  • Must be detail and task-oriented with the ability to work independently but also assist team members to accomplish shared goals.


Additional Requirements:
  • Must participate in Plains Medical Surveillance and Drug and Alcohol program as required under OSHA's 29 CFR1910.120. & PHMSA, 49 CFR Parts 192.
  • Must be able to apply and obtain a Transportation Workers Identification Credential (TWIC).

  • The employee must be able to sit for prolonged periods of time (up to 8 hours). Associate is occasionally required to sit and stoop. The associate must be able to lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.
