Overall FunctionThe Legislative Analyst, Coastal and Flood Resilience will support members of the Political Affairs team in their work to advance climate, clean energy, coastal and flood resilience, and other pro-environment legislation in Congress. The Analyst will conduct research, track legislation, attend congressional hearings, draft communications pieces, and assist with strategy development. The Legislative Analyst may also participate in internal and external meetings on behalf of EDF. This person will report to the Senior Manager of Federal Affairs, and will work collaboratively with the Political Affairs team and other program staff (namely the Climate Resilient Coasts and Watersheds team) across the organization. LocationThis position can be performed on a hybrid schedule out of EDF's office in Washington, DC. Since this role will require weekly physical presence in office as well as on the hill, we cannot consider fully remote arrangements or non-local candidates at this time Key ResponsibilitiesTasks will include but are not limited to:Research and track key legislation and administration actions that will advance or could hinder EDF's priorities.Help the Political Affairs team communicate with Congress by sending out statements, EDF reports and publications, and other correspondence to congressional offices.Track and support the drafting and submission of public comments and other correspondence in response to administrative actions.Attend congressional hearings and briefings, and stakeholder coalition meetings on behalf of EDF and produce polished notes.Identify opportunities for the Political Affairs team to advance our message to Congress and the Administration, including monitoring and tracking statements made by members of Congress and high-level Administration officials; identifying opportunities for cross-EDF collaboration; and harnessing stakeholder partners.Research climate and environmental impacts in key congressional districts.Monitor grant deliverables and consultant progress.Create talking points on priority legislation, customized for specific state and stakeholder audiences.Provide support to the Political Affairs team in executing fly-ins and other events.Participate in advancing EDF DEI goals in which people from all backgrounds and experiences feel connected, included, and empowered to address the environmental and organizational challenges in alignment with EDF values.Collaborate with other members of the Political Affairs team to ensure interactions with congressional offices are coordinated and aligned.Support the tracking of meetings and contacts in EDF databases. QualificationsDemonstrated interest in climate change and environmental issues, in particular coastal and flood resilience policy, and promoting natural infrastructure at the federal level.Bachelor's degree and 3 years of professional and/or research experience in environmental policy, environmental advocacy, or related field, or a Master's degree and 1 year of related experience.Must be comfortable with various online meeting and communications platforms.Excellent written and oral communication skills.Must be well organized, motivated, detail-oriented and able to meet sometimes quick deadlines.Ability to work in a team setting and have the ability to work independently.Demonstrate initiative and problem-solving skills, calm composure in high-pressure situations, and a respect for unique and diverse perspectives.Strong preference for candidates who have worked at or closely with FEMA or the Army Corps of Engineers, or within a congressional office.Demonstrates self-awareness, cultural competency and inclusivity, and ability to work with colleagues and stakeholders across diverse cultures and backgroundsAbility to support occasional travel (
