The Coastal Zone Program Administrator leads the preservation of the City's beaches, coast line and coastal bluffs and is fully responsible for managing specialized programs that deliver coastal and shoreline stabilization services to the public. Current key projects include: San Diego County Army Corps Sand Project, Regional Beach Sand Project III, Cardiff Beach Living Shoreline Project, Beacon's Coastal Bluff Restoration and Public Bluff Management Program, Opportunistic Beach Fill Program, Program, Sea Level and Adaptation Planning.

EXAMPLE OF DUTIES
Identifies and coordinates the implementation of new and existing strategies for managing at risk coastal resources.Develops and implements coastal management plans and policies, including strategies for managing anticipated sea level rise. Provides guidance and serves as a resource to residents, staff and the public about coastal issues, processes, and projects. Manages the City's sand replenishment program permits and actions related to the maintenance of coastal revetment. Assists with implementing the City's Climate Action Plan and Local Coastal Program as they relate to coastal planning issues. Coordinates on regional beach and sediment management issues with regulatory boards, commissions and agencies such as SANDAG, the Coastal Commission, State Parks, neighboring cities, State Coastal Conservancy and Army Corp of Engineers. Coordinates, compiles, conducts and submits reports to necessary agencies and City officials. Prepares City Council staff reports and provides presentations at City Council and community meetings.Seeks out, applies for and manages grants pertaining to coastal and marine issues. Provides information and technical assistance on coastal and marine-related environmental matters.Facilitates research and coastal studies, and conducts on-site evaluations, field inspections and reporting of findings, as needed. Builds effective working relationships with landowners, neighborhood associations, Federal and State agencies. Acts as liaison with other departments, boards, and the general public and provides technical assistance to commissions and officials on coastal issues. Prepares requests for proposals and participates in consultant selection activities. Recommends changes to regulations relative to coastal issues. Keeps current on coastal and marine related matters by attending training sessions/workshops as appropriate. Assists in preparation of operating budget and other annual reports. Proposes, writes, and/or arranges contracts, agreements, grants and CIP projects.Reviews dredging and excavation projects for potential sand reuse including identifying deposit locations. The ideal candidate will have knowledge of: Coastal permitting processes and regulations; California Coastal Act and City's Local Coastal Program; applicable Federal, State, and Local laws, codes, rules, and regulations; technical program requirements; budgeting principles; contract management principles and practices; research and statistical methods; project management methods; Issues related to the marine environment, cycles of sand deposition and erosion, sand replenishment programs; Causes and impacts of sea level rise and knowledge of sea level rise adaptation strategies; public relations principles; analytical methods; report writing techniques. The ideal candidate will have skill in: meet and deal effectively and tactfully with City officials, general public, attorneys, engineers, consultants, and governmental agencies; Communicate clearly in written, oral, and graphic form and critically analyze information; Microsoft applications and general computer skills; developing contracts; developing requests for proposals, bids, and quotes; developing, administering, and monitoring budgets; analyzing a variety of data and/or information and making recommendations based on findings; conducting research; writing reports; proposing, writing, and/or setting up contracts, agreements, and/or grants; establishing and monitoring timelines; monitoring compliance with applicable governmental regulations; tracking projects; interpreting and applying program/project requirements; managing projects; collecting, compiling, analyzing, organizing, and presenting data; communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction.

MINIMUM QUALIFICATIONS
The ideal candidate will have a Bachelor's Degree in a related field and at least five years of related professional experience working with regulations and programs related to environmental and coastal zone management. A Master's Degree is desirable.
