STRATEGIC OBJECTIVES AND KEY DELIVERABLES
The Environmental Engineer role will be responsible for Water, SPCC, and RCRA and Solid Waste Program compliance, along with supporting other media/programs as needed.
DESCRIPTION
· Serve as a facility contact for water and waste permit applications, compliance testing and reporting, and requests for regulatory information
· Develop and maintain site subject matter expert level of expertise on assigned regulations (RCRA, industrial waste, BWON, QQQ, NPDES, SPCC, etc.)
· Prepare and submit regulatory compliance reports (DMRs, RCRA reporting, Solid Waste Certification of Compliance, QQQ, BWON, etc.)
· Prepare and submit spill and release reports
· Develop and implement Refinery compliance system self-assessment programs including identification of applicable regulatory and permit compliance requirements and the means to demonstrate compliance with those requirements
· Track key performance indicators, and identify and implement processes to improve performance; daily compliance review for WWTP; and develop waste minimization plans
· Participate in Regulatory Agency on-site inspections
· Respond to Regulatory Agency information requests
· Work with regulators to resolve concerns prior to permit issuance
· Provide regulatory interpretations and guidance on environmental issues
· Manage outside consultants and contractors
· Support turnaround and tank cleaning efforts
· Audit RCRA, solid waste, and wastewater programs for continuous improvement
· Provide new and continuing training of contractors and employees to ensure WWTP, SPCC, and waste compliance.
· Responsible for updating spill response plans; SPCC, SWPPP and Oil Spill response plans
· Responsible for updating RCRA and FRP contingency plans for Refinery and Pipeline
· Participate in Management of Change reviews
· Participate in/Lead incident investigations
· Coordinate compliance testing for outfalls, including WET (toxicity) testing; and BWON Point of Generation and End of Line Testing for waste streams
· Other duties as assigned
ESSENTIAL ATTRIBUTES (Subjective Requirements)
· Able to develop, and deliver water compliance and waste compliance projects on time and with minimal supervision
· Proven experience with one-to-one contact with the permitting agency on water and waste compliance, and spill and release reporting
· Management of outside consultants and contractors
· Must have excellent oral and written communication and interpersonal skills to interact with all levels of the organization
POSITION REQUIREMENTS (Education, Experience, and Skill Set)
· Bachelor's degree in engineering or an advanced degree in environmental or a related technical field
· 5+ years of experience managing, reviewing, and analyzing water and waste programs; preparation of written guidance for environmental and operations personnel; and preparation of permit applications and compliance reports
· Knowledge of federal water and waste regulations and reporting and compliance
· Good understanding of computers including Microsoft Word, Excel, PowerPoint, Outlook and Internet functionality
PREFERENCES
· Experience with federal refinery regulations and Louisiana water/waste regulations preferred
· Experience in refining or petrochemical setting
