Position Summary / Primary Purpose:
Manage and coordinate all environmental-related activities leading to the successful completion of projects with complex environmental regulatory requirements. Develop, negotiate, approve, and manage scope and costs for environmental contractors and consultants. Coordinate with project teams including project managers, technical environmental personnel, engineers, and other stakeholders. Work with Company Environmental Services group, agency regulators and other key organizations to develop and implement environmental permitting strategies.

Job Duties and Responsibilities:
- Manage and coordinate all environmental responsibilities on multiple projects including work scope development and review, schedule, budget, permitting, reporting, implementation of Company environmental policies, and stakeholder coordination. Provide collaborative support and direction to contractors, consultants, and project team; manage contractors and consultants; communicate with and support Company management/executives regarding environmental components of projects. Support and facilitate project related field work for biological, cultural or other technical resource studies. Review and synthesize information into technical reports. Develop and implement measures and training for project environmental compliance. Manage related workforce planning, budget analysis, and prepare budget forecasts.
- Support compliance with state and federal regulations including the development of CEQA EIRs/MNDs and NEPA EAs and EISs. Coordinate with internal and external and stakeholders to develop and implement strategies for acquiring environmental permits and conditions that meet the needs of the company. Apply knowledge of environmental expertise and applicable local, state, and federal protective laws and regulations to environmental reviews of SoCalGas projects and policy decisions.
- Engage and develop relationships with internal support services such as legal, supply management, land services/permitting, public policy, media relations, and public outreach, as well as Company managers, directors, and executives. Communicate measured regulatory risks to project stakeholders. Analyze and determine regulatory impacts and requirements of projects. Review and update Company environmental policies and procedures.
- Research and evaluate available contractors and consultants. Prepare, negotiate, and approve or recommend approval of contracts. Negotiate contracts changes.
- Prepare supporting documentation for CPUC and other government agencies concerning cost estimates and other environmental data requests.
- Perform other duties as assigned (no more than 5% of duties).
- Bachelor's Degree in Environmental Engineering, Environmental Science, Environmental Planning, Biology, or related field of study, or equivalent experience/training is required.
- Master's Degree in Environmental Engineering, Environmental Science, Environmental Planning, Biology, or related field of study is preferred.
- 5+ years of related environmental experience is required.
- Project Management certification is preferred.
- Project management knowledge (required).
- Ability to review complex problems and propose innovative solutions (required).
- Ability to determine project requirements, assess the abilities within the workgroup, and delegate appropriately (preferred).
- Familiarity with CPUC regulations and experience preparing environmental documents for the CPUC such as Proponent's Environmental Assessments (PEA) (preferred).
- Must be able to assess the potential financial impact of a project to the Company (preferred).
- Strong negotiation skills to be able to balance the needs of multiple clients with multiple projects against limited resources while maintaining schedule and quality controls (preferred).
- Working knowledge of Natural Gas Transmission, and Distribution mapping operations is preferred.
- Strong supervisory skills preferred.
- Capability to conduct regulatory and project-related research, and use all Microsoft Office suite programs (e.g., Word, Excel, PowerPoint) (required).
